Information Provided by Voices of District 20 and the Nations Neighborhood Association July 5, 2026, key project chronology tracker:
This letter concerns bill BL2026-1423-D20, the parcel @ 5901 California Ave. in
the Nations, also known as the Triangle Parcel. Rollin Horton deceived his
constituents by passing this at Planning Commission on April 23, 2026, and
introducing it for first reading on June 2, 2026, IN SECRET with NO NOTICE to
ANYONE.
He did so purposefully, against our wishes and behind our backs.
The Nations Neighborhood Association (NNA) met 4 times with Rollin and Wood
Partners rep, Zach Hunt, lobbyist and one of Rollin’s top donors. While this is legal it
is very concerning
CM Horton promised to be transparent and to abide by the neighborhood’s
decision:
MARCH 26: West Side Stories blog post: If the neighborhood does not support the
proposed amendment/rezoning, Wood Partners will not be drawing up another site
proposal. This site will be sold to somebody else.
MARCH 27 to WSMV: My goal right now is to foster a transparent process and listen to the community. If the neighborhood does not support the new compromise plan, Wood Partners indicated they’ll pass on the chance to develop the site.
APRIL 20: The NNA votes to oppose Wood Partners by an overwhelming majority of
66%.
APRIL 23: Planning Commission Meeting: Wood Partners says they’ll add a
commercial component to the new site plan. But there is NO NEW SITE PLAN! This
time Lawyer, Doug Sloan represents Wood Partners. Sloan’s firm’s 3 PACs are also
large donors to CM Horton.
CM Horton makes a motion to pass the bill: “The second version of this plan was
rejected by the neighborhood and will not move forward after this stage, the one that
had a food truck idea, that idea will not be advanced. But this is not the final approval.
This is an advisory body to Metro Council, which has multiple readings and public
hearings and public comment opportunities, and so, I would like to make a motion to
adopt staff recommendations to approve with conditions with the additional condition
that the final site plan include a brick-and-mortar store and disapproved without all
conditions.” IT PASSES!
APRIL 27: At the NNA, Rollin acknowledges his passing of the bill through Planning
and assures us it will not come up for first reading “where there will be time for public
comment” until “late summer/early fall”.

May 26: Rollin files BL2026-1423-D20 unbeknownst to the NNA or any Nations
residents.
JUNE 2: Rollin introduces BL2026-1423-D20 for First Reading, again unbeknownst to
the NNA or any Nations residents. We have NO CHANCE FOR PUBLIC COMMENT!
Facts: Wood Partners is under contract to Skylight Land LP until July 15.
CM Horton had inside info about this date from Zach Hunt and Doug Sloan
Horton passed the bill twice to help Wood Partners! WE NEED A
DEFERRAL!!
