Targets individuals and entities responsible for, supporting, or benefitting from Russian hybrid activities that undermine the security, independence and integrity of the EU, its member states, international organisations or third countries, including sabotage, foreign information manipulation and interference, electoral interference, malicious cyber activities, and the instrumentalisation of migrants. The framework was established in October 2024 by Council Decision (CFSP) 2024/2643 and Regulation (EU) 2024/2642 and was broadened in May 2025 to allow the targeting of tangible assets, such as vessels and aircraft, used in destabilising activities. Designated persons and entities are subject to an asset freeze and a prohibition on making funds or economic resources available to them, and designated individuals are banned from entering or transiting EU territory.
