let's get multi-account proxmox setup

all members (should?) already have access to create proxmox VMs at ​https://smallpox.int.devhack.net:8006, ​https://wiki.devhack.net/Proxmox

but right now I think everything shows up in one namespace & isn't categorized at all, folks can step on eachother's toes, accidentally or on purpose. and is generally hard to navigate

let's create some nicieties such that:

• every use has their own pool that only they have permission on and also defaults to creating in there. maybe not have permission to any other pool?
• is this all that's needed, actually?
• tags exist and are a niciety but maybe unnecessary if things just get grouped by pools?
• wait, actually. how do I get a pool a vm is in from a pool.
• default to pool view?
• pools allow storage and resource constraints as well, hopefully?
