Following last week’s piece exploring the possibilities of post-buyout land use, this is the first installment in a series looking at how local and regional governments are designing voluntary floodplain buyout programs to be community-led, socially-integrated, and ecologically-driven. From New Jersey’s Blue Acres to King County’s Flood Control District, this snapshot surfaces the open questions every program still has to answer: who gets left behind, what happens to the land, and how to know if a buyout is reaching the people who need it most.

Buyouts are one tool in an evolving suite of climate adaptation and resilience strategies. Scaling and strengthening these programs—along with broader land use reforms that support community resilience—will require ongoing exchange across municipalities, practitioners, and communities.
