When the US government recently imposed export controls, restricting use of certain artificial intelligence models to US nationals, Anthropic responded by revoking all access to those models given the difficulty in administering compliance. The incident exposed a well-known, but uncomfortable truth – a large share of technology professionals in the US were born elsewhere. According to the Macro Polo AI Talent Tracker, while 59% of leading AI researchers are employed in the US, just 24% were educated in the US. As software development is both a digital and a global process, it is exceptionally difficult to control the flow of information.
