Elementor V4 Atomic editor: administrator cannot create global classes, "With your current role, you can only use existing classes"

I'm using the Elementor V4 Atomic editor (Elementor 4.2.1, Elementor Pro 4.2.1) on a single-site WordPress install. When I select an Atomic element, open the Style tab and type a new class name, the dropdown returns: Sorry, nothing matched "content-wrap". With your current role, you can only use existing classes.
