After a new GPU install I can no longer access the dual boot menu or BIOS

I recently purchased and installed an RX 9070 and now I can no longer access the BIOS or boot menu. I have disabled Fast Boot, updated BIOS, disabled CSM, enabled resize BAR, reseated the RAM and GPU, replaced the GPU by Asus support recommendation.
