Personally I would not have pursued RTO as a political strategy. Its out of the playbook for the epic corporate raiders days & massive white collar layoffs that you do not give workers any cohesion issue.
If telework had been kept in place with teams broken up with randomized pink slips to work the issue and not let the issue work you.
Corporate raiders were about the strategy with piles of directives for corporate shutdown. Workers had no idea those plans existed. In many cases HR didn't even know that a corporate shutdown could be executed in mere hours not days. It went sort of like this layoffs of one seemingly random person for department A, B, C and D followed by B, A, D and C. By the time word spread people called to meetings were pink slipped usually 75% of the layoffs were completed.
Company men think as loyalists of the corporation. See, Do, Execute because most were former military. You need to think on union contract language for the close down of operations.
