DHS-ICE plans to use Electroshock Gloves

Omni Consumer Products (OCP) is a fictional corporatocratic megacorporation in the RoboCop franchise. It creates products for virtually every consumer need, has entered into endeavors normally deemed non-profit, and even manufactured an entire city to be maintained exclusively by the corporation.

Today Compliant Technologies LLC has become a trope of the evil corporation in science fiction. DHS-ICE has contracted for Electroshock Glove urban deployment.

In a near-future dystopia, Detroit is on the brink of social and financial collapse. Overwhelmed by crime and dwindling resources, the city grants the mega-corporation Omni Consumer Products (OCP) control of the Detroit Police Department. OCP senior president Dick Jones demonstrates ED-209, a law-enforcement robot designed to supplant the police. ED-209 malfunctions and brutally kills a volunteer, allowing ambitious junior executive Bob Morton to introduce OCP’s chairman (”the Old Man”) to his own project — RoboCop.

Meanwhile, police officer Alex Murphy is transferred to the Metro West precinct. Murphy and his new partner, Anne Lewis, pursue notorious criminal Clarence Boddicker and his gang: Emil Antonowsky, Leon Nash, Joe Cox, and Steve Minh. Lewis is incapacitated while the gang ambushes and tortures Murphy until Boddicker fatally shoots him. Morton has Murphy’s corpse converted into RoboCop, a heavily armored cyborg with no memory of his former life. RoboCop is programmed with three prime directives: Serve the public trust, protect the innocent, and uphold the law. A fourth prime directive, Directive 4, is classified.

Assigned to Metro West, RoboCop is hailed by the media for his brutally efficient campaign against crime. Lewis suspects that he is Murphy, recognizing the unique way he holsters his gun (a trick Murphy learned to impress his son). After experiencing a nightmare of Murphy’s death during maintenance, RoboCop encounters Lewis, who addresses him as Murphy. While on patrol, RoboCop arrests Antonowsky, who recognizes Murphy’s mannerisms, furthering RoboCop’s recall. RoboCop then uses the police database to identify Antonowsky’s associates and review Murphy’s police record. He recalls further memories while exploring Murphy’s former home, his wife and son having moved away after his death. Elsewhere, Jones gets Boddicker to murder Bob Morton as revenge for Morton’s attempt to usurp his position at OCP.

The Enforcement Droid Series 209, or ED-209 (pronounced Ed Two Oh Nine), is a massive, armed robot, with twin cannons on its left and right sides, a large, oblong visor much like a cockpit (despite the robot piloting itself) and legs with backwards-facing knees. Despite its intimidating demeanor, the robot was a poor choice for combat as it was prone to malfunction. For instance, during a boardroom demonstration by Dick Jones of ED-209's "disarm and arrest" procedure with a board executive named Kinney as the test subject, in which Kinney is given a pistol and told to point it at ED-209, ED-209 fails to recognize that Kinney has dropped his weapon and blasts him to death in over-the-top fashion with its automatic cannons.

Immigration and Customs Enforcement (ICE) has signed a contract with Compliant Technologies LLC to spend up to $20 million on Generated Low Output Voltage Emitter (G.L.O.V.E.) gloves — devices that deliver electric shocks when activated.

• Contract announced: August 10, 2026

• Planned start date for issuance: March 31, 2027

• The gloves will be issued to Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO) agents.

• Function as normal gloves until an officer activates the electric mode with a switch.

• Must be applied directly to bare skin to deliver the shock, which the manufacturer claims can cause compliance within seconds.

• Can deliver up to 380 volts of electricity, about three times the voltage of a standard U.S. power outlet.

• Designed as a “conductive distraction and de-escalation device” to manage combative individuals.
