The US-Iran truce has expired, Hormuz traffic remains constrained and Red Sea alternatives are under pressure. The same conflict is now lifting long-term borrowing costs and changing US military posture in Asia, while Congo’s Ebola outbreak crosses a new containment threshold.

A prolonged conflict is beginning to reshape decisions outside the immediate theatre. Energy routes remain constrained while financing costs, military allocation and continuity assumptions adjust around disruption that no longer looks temporary.

Gulf access has deteriorated again. The 60-day US-Iran truce has expired without a permanent agreement, Washington has ruled out extending it, and another vessel was struck while leaving the Strait of Hormuz. Oman and Iran are still discussing navigation arrangements, but the diplomatic route is less stable and conventional traffic remains severely constrained. Red Sea security pressure is also weakening confidence in the Saudi export routes that were expected to offset part of the Hormuz disruption.

The conflict is now reaching financing and alliance decisions. Long-term US borrowing costs have risen to levels last seen before the global financial crisis as higher oil prices revive inflation concerns. In Asia, Washington has ordered a reduction in major military exercises with South Korea after already shifting forces towards the Middle East. The Pacific trade-off identified on Monday has therefore moved from asset allocation into an explicit readiness decision.

Other operating systems are also showing how quickly partial recovery can fail. Congo’s Ebola outbreak has crossed a new containment threshold as case growth outpaces surveillance and available countermeasures. In the Black Sea, Novorossiysk resumed oil loadings after a drone-related halt, but the interruption shows that the same attack environment affecting grain can also reach Russian and Kazakh crude exports. Decision-makers should distinguish resumed activity from restored reliability.

Six developments crossed today’s material-change threshold. Choose the assessments most relevant to your responsibilities.

The 60-day truce has expired, Washington has ruled out extending it and another vessel has been struck near Hormuz. The diplomatic pause that limited part of the escalation is no longer a reliable operating assumption.

DETERIORATING | DIPLOMATIC PAUSE ENDS, SHIPPING REMAINS CONSTRAINED
Read this if: energy procurement · shipping · sanctions · insurance · Gulf logistics

Security pressure in the Red Sea is reducing confidence in the main alternative route for Saudi exports when Hormuz is constrained. A diversion plan that depends on Bab el-Mandeb now carries a separate conflict exposure.

BROADENING | ALTERNATIVE GULF ROUTES COME UNDER PRESSURE
Read this if: energy procurement · shipping · logistics · insurance · Gulf supply chains

Long-term US and Japanese yields have jumped as markets price a longer Middle East conflict and renewed energy inflation. Softer economic data is no longer translating cleanly into lower financing pressure.

DETERIORATING | ENERGY SHOCK RE-ENTERS FINANCING CONDITIONS
Read this if: treasury · finance · capital allocation · project finance · M&A

Washington has ordered a reduction in major exercises with South Korea after shifting forces towards the Middle East. Monday’s Pacific deployment concern has moved into an explicit alliance-readiness decision.

BROADENING | IRAN WAR REACHES ALLIANCE READINESS IN ASIA
Read this if: regional security · business continuity · Asia strategy · supply chain · insurance

The outbreak is now the deadliest in Congo’s history and is spreading faster than previous national outbreaks. Weak contact tracing and the absence of a licensed vaccine for the strain make containment less reliable.

DETERIORATING | OUTBREAK OUTPACES SURVEILLANCE AND RESPONSE CAPACITY
Read this if: travel · medical · security · HR · mining and regional operations

Novorossiysk resumed oil loadings after a drone-related halt, but the interruption broadened Black Sea exposure from grain into Russian and Kazakh crude. Restarted operations do not yet prove route resilience.

DIVERGING | EXPORTS RECOVER, ROUTE VULNERABILITY BROADENS TO KAZAKH CRUDE

DETERIORATING | ENERGY SHOCK RE-ENTERS FINANCING CONDITIONS

Long-term borrowing costs have moved sharply higher as markets price a longer Middle East conflict. The US 30-year Treasury yield reached 5.321% on Tuesday, its highest since June 2007, while the 10-year yield rose to about 4.72%. Japan’s 10-year government bond yield reached 2.945%, the highest since 1996, as higher oil prices added to inflation and monetary-tightening concerns.

This reverses the direction of the standing rates assessment. Softer US inflation had reduced immediate pressure for tighter policy, but the Iran conflict has reopened the energy channel before that relief became durable. Brent crude moved above $91 a barrel as the US-Iran truce expired, pushing inflation, term-premium and funding concerns back into the same decision.

Companies with refinancing, acquisition, infrastructure or capital-expenditure needs should not assume that softer economic data will translate into lower long-term funding costs. Energy-linked inflation can keep borrowing conditions tight even if central banks become less willing to raise short-term rates.

Decision relevance

Treasury / finance | REVIEW
Review refinancing windows, fixed-versus-floating exposure and covenant headroom against persistently higher long-term yields.

Strategy / capital allocation | TEST
Test project and acquisition returns against higher discount rates, energy costs and delayed rate relief.

Watch for: Sustained lower oil prices, softer inflation and successful debt auctions would support improvement. A further rise in long yields or renewed energy disruption would support tighter financing assumptions.
