Yet the delay lands at a sensitive moment. Senate Majority Leader John Thune confirmed the bill will wait until after the August recess. Democrats refused pre-recess procedural support, citing ethics rules and political disclosures. The House already passed the measure with bipartisan backing. The Senate Banking Committee cleared it months ago. Still, the 60-vote threshold remains the binding constraint.

This is not happening in a vacuum. Fed Chair Kevin Warsh has made clear that September remains a live meeting if inflation data runs hot. CPI, PPI, and PCE land in August. Geopolitical risk around oil prices continues to feed the inflation narrative.
