The Association of World Election Bodies, known as A-WEB, started in October 2013 in a city called Songdo in South Korea. South Korea’s main election office, called the National Election Commission or NEC, created it and pushed hard to get it going. They talked with United Nations people and other election groups from different parts of the world to set it up. The goal was to help countries run better elections by sharing ideas and tools. From day one, the main office has stayed in South Korea, and it has grown to include election offices from more than 110 countries.

The NEC still pays for a lot of the work using government aid money meant for helping other countries. Leaders often come from or work closely with the South Korean election office. A key company tied to all this is Miru Systems. It is a South Korean business that builds voting machines, scanners, and other election gear. For years it has supplied equipment inside South Korea. Independent investigators say A-WEB’s programs often open doors for Miru to sell its machines overseas. Countries that bought or received this equipment include Iraq, the Democratic Republic of Congo, the Philippines, Kyrgyzstan, and several others in Latin America and Asia.
A-WEB’s main jobs are training election workers from other countries, sending experts to help set up systems, and letting people watch elections in different places. The training usually happens in South Korea and shows how they do things there, including lots of computer-based tools. Some projects use South Korean government aid money to give free or low-cost equipment and support to poorer countries. Researchers who study this say these efforts help spread specific South Korean technology around the world.
Independent reports also point out big security weaknesses found in South Korea’s own election computers in 2023. Checks by intelligence and security teams showed problems like weak passwords, ways for outsiders to get into voter lists, and risks that someone could change vote counts or print fake ballots. These same researchers ask why a group that teaches other countries how to run elections would use systems with those kinds of holes at home.
In several countries that used Miru machines through these channels, people later questioned the election results. There were protests, demands for hand counts, and claims that the technology did not work as promised. U.S. researchers and some former officials have publicly asked for closer looks at these international deals and the money that supports them.
Some Korean experts who dig into voting numbers have also looked at patterns in South Korea’s own elections, especially differences between early voting and regular voting day. They connect those questions to the wider push to export the same methods and machines through A-WEB. The whole picture, according to these independent sources, shows a tight link between South Korea’s election office, the A-WEB group, and the company that makes the equipment.
Overall, alternative researchers describe A-WEB as a South Korea-centered network that started with good-sounding goals of helping elections worldwide. It is led and funded mainly from South Korea, works with big aid partners, and helps spread voting technology from companies like Miru Systems. They keep tracking where the machines go, what happens in those elections, and the security record of the systems being shared.
