Picture a classroom that looks like everything we say we want.
Students are out of their seats, there’s noise (the good kind, that sounds like learning). One group is building a poster, while another is running a lab, following the steps, filling in the blanks.
Four other students are working on a project that will go up at the spring showcase, get admired by parents for an evening, and then land in a dumpster, never to be thought about again.
It’s a great-looking room. An administrator walking through would check every box. Engagement, collaboration, hands-on learning, student-centered, all of it. And in that great-looking room, a lot of students are learning very little.
One of the most expensive misunderstandings in education is the belief that if you have an active classroom, then learning will happen.
Active learning works, I’m not saying it doesn’t. It’s well-supported empirically and experientially, so I am not arguing against active learning.
In my mind, the case is settled: students should be doing more than sitting and receiving. The trouble is what we decided to count as “doing.” This is why I make a distunction between active learning and activity-based teaching.
Active learning is absolutely the goal. It’s defined by what’s happening cognitively. Activity is a delivery mechanism, and it’s defined by what’s happening physically. The two are not the same, and confusing them is where schools go wrong.
In 2019, Louis Deslauriers and colleagues found that students in active classrooms learned more than students in passive lectures, and yet rated their own learning as worse. The cognitive effort of real learning felt, to the students, like bad teaching. Real learning often doesn’t look or feel like the smooth, busy, satisfying activity we expect and admire. It looks like effort, and, more often than not, like struggle.
When a poster project has students spending two class periods choosing fonts and cutting paper, they are certainly active and busy. They are also, cognitively, thinking about fonts and paper. As Daniel Willingham puts it, “memory is the residue of thought.” We remember what we think about. The students who think about layout, well, learned about layout.
The reason this confusion is so durable is that we’ve collapsed two different things into one word. Engagement.
The research splits engagement into kinds. Behavioral engagement is participating, being on task, following along. Cognitive engagement is the mental effort of actually trying to understand something. That means a student can be perfectly behaviorally engaged: busy and on task, while doing almost no thinking at all. While behavioral engagement looks appealing, it really only represents compliance, whereas cognitive engagement is what truly produces learning.
This matters for how we evaluate teaching, because behavioral engagement is the kind you can see from the doorway. When a leader walks a classroom and sees students moving, talking, building, the eye reads “engaged” and the mind infers “learning.” But what’s visible is the proxy, not the thing. Richard Mayer spent years making this point: behavioral activity does not guarantee cognitive activity, and it’s cognitive activity that drives learning. A classroom can be a busy beehive of activity and a desert of cognitive engagement, and from the doorway the two look identical.
Activity, in other words, was never the goal. It was a means, a reliable-looking way to provoke thinking. Somewhere along the way we promoted the means to the goal and started evaluating teaching by how active a room looked instead of what students were thinking about.
If activity isn’t the measure, what is? The most useful tool I’ve found for school leaders is Michelene Chi and Ruth Wylie’s ICAP framework. It sorts learning activities into four modes based on what students are actually doing with their minds.
Passive is receiving without doing anything else, like listening to a lecture or reading silently.
Active is physically manipulating something, like highlighting, copying notes, or pausing and rewinding a video.
Constructive is generating something beyond what you were given, like explaining an idea in your own words, drawing a concept map, or asking a genuine question.
Interactive is dialogue where two people build on each other’s ideas, each contributing something real.
The framework predicts that learning increases as you move up the ladder: interactive beats constructive, constructive beats active, active beats passive. As you can see, “active learning,” the hands-moving mode, is in the bottom half. The payoff for learning (and learners) lives in the top two rungs, the generative ones, where students produce new thinking rather than just handle materials. A lot of what we celebrate as active learning is only “active” in this behavioral sense.
ICAP also explains why some group work transforms a class and some wastes an hour. Two students copying from each other are merely being active. Two students arguing their way toward a shared explanation are being interactive. The framework’s hierarchy isn’t beyond debate, and researchers argue about whether the very top rung really outranks the one below it, but as a practical lens for distinguishing activity that teaches from activity that just looks good, it serves our purpose.
However, like almost always, we can’t let the pendulum swing too far in one direction. If activity-based teaching fails by producing busyness without thinking, then a certain kind of pure discovery learning fails by producing thinking with no structure and that overwhelms students. Kirschner, Sweller, and Clark made this case forcefully: turning novices loose to discover things on their own, with minimal guidance, tends to swamp their working memory and tank learning outcomes.
This is in real tension with the idea of productive failure, when students learn by struggling with a problem before instruction comes in to deepen learning. The resolution is that productive failure is structured struggle. The problem is carefully designed, and the struggle is always followed by expert teaching that consolidates what the struggle exposed. The struggle is essential, but so is the guidance of a teacher.
All of this comes together in project-based learning, where the difference between active learning and activity-based teaching is, for the most part, a question of sequence.
When the project comes at the end of a unit, built after the teaching to demonstrate understanding, it’s activity-based teaching. The learning was supposed to have already happened, and the project becomes the place where students spend their cognition on glue and fonts. This is the dumpster project. It looks impressive at the showcase, ends up in the dumpster shortly thereafter, and leaves little impact behind.
When the problem comes first and drives the learning, when students need the content to make progress on something they already care about, the project becomes the engine of real cognitive engagement. This is the problem-first sequencing that productive failure points toward, and it’s also, not coincidentally, what the actual Gold Standard PBL framework calls for. The version that fails is the one that skips the design and keeps the label. Done well, the research is encouraging. A 2019 meta-analysis of thirty studies and more than twelve thousand students found a medium-to-large positive effect for well-designed PBL.
For school leaders, the shift starts with what you look for when you walk into a classroom.
Stop using behavioral engagement as a proxy for good teaching. Remember that the most rigorous moments in a classroom sometimes look quiet and effortful rather than lively.
Use ICAP as a shared lens for observation. When you watch an activity, ask what mode it’s in. Are students generating something beyond what they were given? Are they building on each other’s ideas? Or are they just manipulating materials and following steps? Train your observers to name the cognitive mode, not the noise level.
Ask the question of every activity, every lab, every project in your building: what will students actually think about while they do this? If the primary focus is on formatting and presentation of learning, the activity can be redesigned to better elicit cognitive engagement with the content.
For teachers, the move is to push activities up the ICAP ladder.
Instead of having students copy notes from the board, have them explain the idea to a classmate, in their own words.
Instead of dividing a group task into parallel chores, structure it so students actually have to respond to each other’s thinking.
Keep the struggle when struggle is productive, but always provide the guidance that makes it pay off.
Go back to that great-looking classroom from the intro. The posters, the noise, the lab — none of that is wrong. The mistake is thinking the room is the point, when, in fact, the room is just where the thinking is supposed to happen.
And, honestly, behavioral engagement is easier to plan, easier to observe, and easier to celebrate than cognitive engagement. So, the next time a classroom looks like everything you want, try to understand what the students are actually thinking about. That answer, not the amount of movement involved, is what matters most.
