This weekly bulletin tracks reported civilian and non-combatant casualties resulting from Russian use of small and medium unmanned aerial systems in Ukraine. For clarity, this series focuses specifically on Class I and Class II drones, which include FPV attack drones, commercial quadcopters such as the Mavic series, fixed-wing Molniya-type FPV platforms, and Lancet-style loitering munitions. These systems are typically short-range, lower-cost, and increasingly used for direct strikes on civilian areas, homes, medical personnel, and emergency responders.
Casualties caused by larger operational- or strategic-range Unmanned Aerial Systems (Classes III–V), such as Shahed-/Geran-type strike drones, are not included in this dataset for the purposes of clarity and analytical focus.
This series aims to document when, where, and how Russian forces employ small and medium drones in ways that inflict harm on civilian populations. The pattern and intent behind these attacks has been addressed in Section III.A of the 21 October report of the Independent International Commission of Inquiry on Ukraine, which highlights the role of unmanned systems in forced displacement, terror, and targeted violence against civilian communities.
UAS terminology and classifications in this bulletin follow those laid out in the U.S. Department of Defense’s US Army Unmanned Aircraft Systems Roadmap 2010-2035.

Russian forces directed an FPV drone at the city of Marhanets, hitting near a civilian car. A 24-year-old man and a 23-year-old woman were wounded as a result of the strike.

Approximately an hour later, Russian forces again attacked Marhanetska hromada with a drone. In one of its villages, two men, aged 61 and 74, were wounded. The latter is in serious condition in the hospital.
The 74-year-old man who sustained severe shrapnel wounds on 19 April died in the intensive care unit of the city hospital in Marhanets.

Russian forces attacked a taxi with a drone in Centralnyi Raion of Kherson. A 41-year-old man was wounded and diagnosed with explosive trauma. He is currently under medical supervision.

Russian forces carried out a series of UAV strikes on the city of Bohodukhiv, targeting local gas stations. Three civilian men (aged 43, 45, and 64) were wounded and taken to the hospital. Cars and the premise of the gas stations were damaged. Due to strikes, the building of a children’s boarding school, utility and warehouse premises, shops, greenhouses, cars, fences, roofs, and windows of houses were damaged. Subsidiary premises, a hangar of farming enterprises, private houses, roofs, windows, and fences were also destroyed.

Russian forces attacked Nikopol with an FPV drone. As a result of an FPV drone attack by Russian forces in Nikopol, two people died. A 77-year-old woman was killed on the spot, and an 83-year-old woman, initially hospitalized in critical condition, later succumbed to her wounds. Five-story buildings, a private house, and cars were also damaged. Two more women were reported as wounded by local media.

Around 12:30 PM, Russian forces directed an FPV drone at a police service vehicle in Nikopol, where officers were working at the scene of a previous shelling. Three law enforcement officers were wounded in this attack.
During the evacuation of wounded police officers in Nikopol, Russian forces carried out another drone strike, hitting a police car. One police officer was wounded, and two service vehicles were damaged. All affected police officers suffered blast and shrapnel wounds.

On 21 April, around 12:40 PM, Russian forces attacked the city of Bohodukhiv using a Molniya UAV. Residential buildings and outbuildings were damaged. Two women aged 84 and 47, and an 18-year-old girl were wounded.
Around 2:30 PM, Russian forces launched a repeated attack on the center of Bohodukhiv, again preliminarily using a Molniya UAV. Two women suffered shrapnel wounds and were hospitalized as a result of the attack.
In Bohodukhiv city, shops, private and multi-story buildings, outbuildings, an boarding school building, an administrative building, a banking institution, a cafe, cars, and power grids were damaged. In total, an 18-year-old girl, women aged 84, 33, 63, and 50, and men aged 53 and 75 were wounded.

Russian forces attacked a civilian SUV in Ruska Lozova with a fiber-optic FPV drone. The attack occurred around 8:00 PM while the car was moving through the village. A 37-year-old driver and a 32-year-old female passenger suffered concussions; the man also sustained an wound to his left leg. Their lives are not in danger, and medics have provided assistance.

Russian forces are mercilessly bombing the city of Lyman, contributing to a critical situation in the area. Russian ‘waiting’ drones are actively targeting civilians in residential areas of Lyman. A 17-year-old boy in Lyman lost an arm due to a Russian drone attack. He was attempting to retrieve a log to support a wall when the drone, described as ‘waiting in ambush,’ exploded. Following the drone attack that wounded their son, a mother, her 12-year-old daughter, and their neighbor were evacuated from Lyman by ‘White Angel’ police. The family had previously returned to Lyman after an initial evacuation in 2024.
