Everything that NIST is offering the world in terms of post quantum cryptography is based on an unsubstantiated assumption as to the nature of the pending quantum attack (Quantum capability is developed in stealth), and in summary NIST defense proclaims no mathematical proof of efficacy. Worse: it admits the likelihood for superior mathematical insight to compromise each and every NIST recommended post quantum candidate. For non-American users there is also the nagging question, does the NSA install a backdoor on these NIST candidates?
Given this intrinsic vulnerability of the prevailing mathematical complexity approach, it is incumbent on the executive branch to prepare for the eventuality that the deployed ciphers fail. Mind you -- if the cipher is cracked, changing the key would do no good.
