Governance & Faculty Council

Faculty Council sets and approves academic policy, principles, priorities, and the general direction for the teaching and research activities of the Faculty.

Among its many roles and duties, Council:

Establishes policies regarding academic matters
Establishes committees for the conduct of council business
Advises the Dean on matters relating to academic matters
Approves and regulates standards of admissions
Delegates authority for administration of its policies to its committees and academic administrative officers

Meetings of Faculty Council are hybrid.
- In GB202 for members and via Zoom for both members and guests.
- From 12:10–2:00 p.m. on the dates in the table below except the April Faculty Council meeting, which is from 12:10–2:30 p.m.

Members of the Engineering community who are not Council members may sign up to receive meeting notifications and agenda packages, and may attend Council meetings via Zoom as guests.

Provide a forum for the full range of stakeholder voices to discuss present practice and new proposals
Pursue best practice: investigate, study, report on and promote
Review, periodically, policies and procedures
Recommend, as appropriate, changes to policy and procedures
Carry out specific, defined duties
Report, regularly, to Council on its activities and intentions

Assessment Committee, Undergraduate

With respect to undergraduate programs or courses, the Undergraduate Assessment Committee (UAC) is responsible for the domain including:

Course-level grading practices and standards (including 500-level courses)
(Note that instructors “recommend” course grades but the committee determines final grades.)
Academic standing including honours, promotion, and Dean’s List
Policy concerning final exams, e.g., schedule, duration, calculators, requests for regrading and exam viewing, and invigilation
Use of non-grade statements and symbols (e.g., EXT, INC, SDF)
Petitions in final exams and for special consideration: e.g., grades, promotion regulations, academic standing, late withdrawals, re-enrolment, awarding of degrees, and non-grade symbols and statements
Policies concerning term work petitions

Other committees

Executive Committee of Faculty Council

The Executive Committee is the working group of Council. Its function is to:

Endorse the agenda for each Council meeting.
Ensure that adequate documentation is provided for consideration of each agenda item and to refer back to the originating administrator/governance body for further preparation any item deemed not ready for submission to Council.
Direct items of business to Council or the appropriate Standing Committee(s), or to recommend to Council the creation of special committees.
Endorse motions to be made at Council and/or raise risks/opportunities.
Review and advise Council on all proposed Constitution and Bylaw changes, whether these be brought to Council or initiated by Council.
Review and advise Council on the effectiveness of the Constitution and Bylaws.
At periodic intervals of not more than five years, establish a review of the Constitution and Bylaws and recommend to Council any changes deemed appropriate.
Monitor the functioning of Council and its Committees.

Chairs of Standing Committees of Council

Academic Appeals Board, Undergraduate

With respect to undergraduate academic appeals, the Academic Appeals Board (Undergraduate)’s (AAB(U)) domain is as follows:

To hear appeals of undergraduate students against decisions of the standing committees of Council relating to petitions for exemptions from the application of academic regulations or standards and to make rulings on such appeals;
An AAB(U) appeal decision is final within the Faculty of Applied Science & Engineering; however, its decisions may be appealed to Governing Council’s Academic Appeals Committee (AAC)
To generate and disseminate recommendations that arise from Faculty appeals.
