Flash is in the context of the web a reference to Adobe Flash, typically Adobe Flash Player, which is a deprecated proprietary platform and browser plug-in for animation/multimedia content and application distribution on independent sites, more recently on embedded systems like gas station kiosks like https://twitter.com/moenig/status/1030490221392142338 (see screenshots therein).
Archival Usage
Ruffle is an an open source Flash Player emulator in Rust. The Internet Archive uses it to display archived Flash web pages.

Joe Crawford uses Ruffle to display Flash (
.swf) and FutureSplash (.spl) animations he made in the 1990s at artlung.com/flash/. Editing frames in old .SWF and .SPL files documents how he used JPEXS Free Flash Decompiler to make minor edits to their internal links- Add yourself here… (see this for more details)
