Azerbaijan is administratively divided into 64 districts (rayon) and 11 cities of republican significance (respublika tabeli şəhər), of which seven districts and one city are located within the Nakhchivan Autonomous Republic. Districts comprise several administrative-territorial circuits (inzibati ərazi dairəsi). These may be organized as urban (şəhər inzibati ərazi dairəsi), town (qəsəbə inzibati ərazi dairəsi), or rural administrative-territorial circuits (kənd inzibati ərazi dairəsi), while cities may also be subdivided into city districts (şəhər rayonu). In cities without city districts, as well as in parts of city districts not included within another administrative-territorial district, sector administrative-territorial circuits (sahə inzibati ərazi dairəsi) may be established. Cities, towns and villages constitute the country’s settlements or populated places (yaşayış məntəqələri). In this sense, they refer to inhabited territorial entities and should be distinguished from the administrative-territorial units and districts through which state administration is organized. The State Statistics Committee codifies the country’s administrative-territorial structure in the "İnzibati Ərazi Bölgüsü Təsnifatı" (Classification of Administrative-Territorial Division).[1]

The administrative-territorial division is the general territorial framework for the organization of state administration. It should not be confused with several other territorial systems used in Azerbaijan for specific governmental or public functions. These include municipalities for local self-government, economic regions for economic planning and statistics, electoral constituencies for elections, judicial jurisdictions, and regional or territorial jurisdictions established by individual state bodies. Although these systems are generally defined with reference to the country’s territory and its administrative units, their boundaries and organizational structures do not necessarily coincide with the administrative-territorial hierarchy.

Lower-level administrative-territorial divisions

Below the first-level administrative-territorial divisions, Azerbaijan has several types of lower-level territorial organization. These include city districts (şəhər rayonları) and administrative-territorial circuits (inzibati ərazi dairələri), the latter of which are classified according to their territorial organization as sector administrative-territorial circuits (sahə inzibati ərazi dairələri), urban administrative-territorial circuits (şəhər inzibati ərazi dairələri), town administrative-territorial circuits (qəsəbə inzibati ərazi dairələri), and rural administrative-territorial circuits (kənd inzibati ərazi dairələri), and settlements classified as cities (şəhərlər), towns (qəsəbələr) and villages (kəndlər). These categories do not constitute a single uniform sequence of administrative levels; their position and function depend on the administrative-territorial unit in which they are located. According to the State Statistical Committee, Azerbaijan's lower-level territorial organization includes 12 city districts, 40 sector administrative-territorial circuits, 68 urban administrative-territorial circuits, 191 town administrative-territorial circuits, and 1,724 rural administrative-territorial circuits. At the settlement level, these territorial divisions comprise 79 cities, 263 towns and 4,244 villages. The difference between the number of settlements and administrative-territorial circuits reflects the fact that a circuit may contain more than one settlement. The numbers of cities, towns and villages therefore do not correspond directly to the numbers of administrative-territorial units at a particular hierarchical level.

City districts

A city district (şəhər rayonu) is an administrative-territorial unit established within a city. At present, this form of division is used in Baku, which is divided into 12 city districts: Binagadi, Garadagh, Khatai, Khazar, Narimanov, Nasimi, Nizami, Pirallahi, Sabail, Sabunchu, Surakhani and Yasamal. City districts should be distinguished from the districts (rayonlar) that constitute the principal territorial divisions of Azerbaijan. A city district is subordinate to the city within which it is established and therefore does not have the same territorial position as an ordinary district of Azerbaijan. Ganja formerly contained the Kəpəz and Nizami city districts. These districts were abolished in 2022. Consequently, Baku is currently the only city of Azerbaijan divided into city districts.

Administrative-territorial circuits

Much of the territory within districts and cities is organized into administrative-territorial circuits (inzibati ərazi dairələri). A circuit may comprise one or more settlements and provides a territorial framework for local state administration. Administrative-territorial circuits may be centred on a city, town or village, depending on the settlements included within them. Their existence therefore does not create an additional nationwide level comparable to the districts of Azerbaijan. Rather, they organize settlements within the territory of a district or city. Some large cities may also be divided into territorially defined administrative circuits without being divided into city districts. Following the abolition of its city districts, for example, Ganja is organized through numbered sector administrative-territorial circuits.

Classification of settlements

Azerbaijani legislation classifies populated places (yaşayış məntəqələri) into cities, towns and villages. Their administrative status must be distinguished from the higher-level cities that constitute administrative-territorial units in their own right. Consequently, the term city does not always indicate the same administrative position. Baku, Ganja, Sumgait and other separately administered cities constitute principal administrative-territorial units, whereas many other cities are located within districts. For example, Quba city is situated within Quba District, Shamakhi within Shamakhi District, and Agdash within Agdash District. The city and its surrounding district therefore should not be treated as two equivalent first-level divisions merely because both contain the word "city" in English descriptions. Towns (qəsəbələr) and villages (kəndlər) constitute settlement categories below the principal administrative divisions. They may form individual administrative-territorial circuits or be grouped with other settlements within a circuit.

Variation in the lower-level structure

The lower-level territorial organization is not identical throughout Azerbaijan. General patterns include:

These patterns should not be interpreted as a rigid hierarchy applicable throughout the country. City districts, administrative-territorial circuits, cities, towns and villages have different legal functions, and not every principal administrative-territorial unit contains every type of lower-level unit. The exact arrangement varies according to the administrative status and settlement pattern of the territory concerned.

Nakhchivan

The Nakhchivan Autonomous Republic has the same general types of lower-level settlement and territorial organization within its districts and Nakhchivan city, while the autonomous republic itself occupies a distinct constitutional and administrative position within Azerbaijan.

Economic regions

For economic planning, regional development and statistical purposes, the territory of Azerbaijan is grouped into 14 economic regions (iqtisadi rayonlar). Economic regions group administrative-territorial units into larger regions but do not constitute an additional level of the administrative-territorial hierarchy. The present division was established by a presidential decree on 7 July 2021.[5]

Municipalities

Municipalities (bələdiyyələr) constitute a separate system of local self-government and are not administrative subdivisions of districts. The State Statistical Committee accordingly maintains a separate "Bələdiyyələrin statistik ərazi təsnifatı" (Statistical Territorial Classification of Municipalities), distinct from the "İnzibati Ərazi Bölgüsü Təsnifatı" used for the administrative-territorial structure.[13]

Electoral divisions

For electoral purposes, Azerbaijan is divided into 125 electoral constituencies (seçki dairələri). The Central Election Commission establishes the constituencies principally on the basis of the number of registered voters and the average representation norm. Electoral constituencies therefore constitute a separate territorial framework and do not necessarily correspond to administrative districts or cities. A constituency may encompass territory belonging to more than one administrative-territorial unit, while populous cities may contain several constituencies.[14]

Judicial divisions

The judicial system also has its own territorial jurisdictions. Many courts of first instance serve individual districts or cities, while the territorial jurisdiction of appellate and specialized courts may encompass several administrative-territorial units. Judicial jurisdictions determine the territorial competence of courts and do not constitute administrative divisions or an additional level of the administrative-territorial hierarchy.

Other territorial organization

Individual ministries, state agencies and other public authorities may establish regional administrations, territorial departments or service jurisdictions for the exercise of their functions. Such jurisdictions may correspond to a single administrative-territorial unit or encompass several units. They represent the territorial organization of the respective institution rather than separate administrative divisions of Azerbaijan.

Nagorno-Karabakh

The territory of former Nagorno-Karabakh Autonomous Oblast presently consists of the districts of Khojavend, Shusha, Khojaly and Aghdara. The Autonomous Oblast was abolished on 26 November 1991, by the Supreme Soviet of the Azerbaijan SSR. Since then, the territory of the autonomous oblast has been administratively split between the aforementioned districts.

As a result of the First Nagorno-Karabakh War, most of Nagorno-Karabakh and surrounding districts came under the occupation of ethnic Armenian forces.[15] The self-proclaimed Republic of Artsakh also controlled a large part of southwestern Azerbaijan outside Nagorno-Karabakh. Azerbaijan regained control of all of the surrounding districts and large parts of Nagorno-Karabakh following the 2020 Nagorno-Karabakh war. Azerbaijan regained control of all of Nagorno-Karabakh following 2023 Nagorno-Karabakh clashes.
