Consider a page for FILE

FILE roughly corresponds std::basic_streambuf in C++, which isn't obvious though, and there is a page for the latter. Some parts of c/io are mainly talking about FILE, and should be moved into c/io/FILE in order to make the page clearer IMO. --Fruderica (talk) 01:18, 16 July 2020 (PDT)
