In his personal recollections of the founding of the CISH, Halvdan Koht reflects in an anecdotal manner on the difficulties faced by the congress and by himself, on the choice of venue, on its co-funding by the Norwegian government, and on the nationalist differences among individual congress participants. All in all, however, Koht draws a very positive conclusion and praises the unifying effect of the "spirit of Oslo".
