Beale Ciphers
Three ciphers published in 1885, claiming to describe an 1820s buried treasure — two of them still unsolved
Why This Matters
Two dates run through this exhibit and they are not interchangeable. 1885 is when the ciphers demonstrably enter the record: James B. Ward published a pamphlet in Lynchburg, Virginia, titled The Beale Papers, containing three numerical ciphertexts. The 1820s are only what that pamphlet claims — that a man named Thomas Jefferson Beale buried a fortune in gold, silver and jewels near Buford's Tavern in Bedford County in 1819 and 1821, and left the box of papers with innkeeper Robert Morriss in 1822. No ciphertext, letter or document from the Beale story is attested anywhere before 1885.
The pamphlet's story assigns each cipher a job: cipher 1 names the location, cipher 2 itemises the contents, cipher 3 names the heirs. Its anonymous narrator, who says he received the papers from Morriss and worked on them for some twenty years, solved cipher 2 by trying the Declaration of Independence as the key text and read out a precise inventory of buried treasure. Ciphers 1 and 3 have never been solved.
The pamphlet is widely suspected to be a hoax, and the gap between the two dates is the reason. Everything in the 1820s layer is unverifiable narrative reported in 1885 — the prose style of the "Beale" letters does not match the 1820s; statistical analysis of cipher 1 suggests it may not encode meaningful English; and the historical record of a matching Thomas J. Beale is contested. But cipher 2 really does decrypt to a sensible inventory using the Declaration of Independence, which is a remarkable coincidence to manufacture. Treasure hunters have searched Bedford County for over a century. Modern cryptanalysts have tried hundreds of candidate "key books" against ciphers 1 and 3 without success.
A book cipher converts each plaintext letter to the position of a word in a reference text whose first letter matches.

A single misnumbered word breaks the entire message.Some time before the 1885 publication, the pamphlet's anonymous narrator tried the Declaration of Independence as the key text. Numbering the words and reading their first letters produced fluent English describing buried gold and silver. This single success guarantees the cipher system is real, but the matching key for ciphers 1 and 3 remains unknown.
Cryptanalysts have tested thousands of candidate documents — Bibles, Shakespeare, the US Constitution, contemporary almanacs and newspapers — without success. Statistical analysis of cipher 1 by Carl Hammer (published 1971) and Jim Gillogly (1980) suggests the number sequence is non-random in suspicious ways. Gillogly found that decoding B1 against the Declaration of Independence throws out long alphabetical runs such as ABFDEFGHIIJKLMMNOHPP — a pattern no plain English message would produce, hinting at either a different cipher type or a hoax.
