Set up a password/secret storage/sharing mechanism

We have secrets! Ad would like to be able to store/share them individually with people as needed. potentially access via API within some services.

examples of secrets with various levels of sharability:

• front door code
• security code
• wifi password
• individual indoor codes
• admin account passwords
• external service passwords.
  • like mxroute
• credit cards?

• pass with multiple accounts won't do, need per-user access controls
• bitwarden? It's open source

This is potentially finished at secrets.devhack.net but the db isn't anywhere great and the email server hangs right now. It's useable though
