Instructions to deploy new s3 buckets?

Description
I'm trying to move trac over to using s3 for #1078 and I'm going off of the mediawiki deploy, but I don't see any easy way to create a new trac bucket.
Instructions would be nice? And an operator to auto-provision buckets or whatever would be even nicer but that sounds more complicated.
