Il memorandum riferisce che gli Stati Uniti e l’URSS hanno raggiunto un accordo su una modifica pacifica dei confini senza consultare gli alleati, emarginando l’Europa. Si sostiene che ciò favorisca gli obiettivi sovietici, indebolisca l’influenza occidentale e rifletta una più ampia convergenza tra Stati Uniti e Unione Sovietica che limita il potenziale della CSCE.
