The Rabbit Hole Abyss and the Reckoning It Demands — Part Four-A

There is a reason this series has taken as long as it has. What I’ve been documenting for you across Parts One, Two, and Three is not a single program, institution or technology. It is an architecture. A structure built across decades, layer by layer, through policy channels, corporate boardrooms, international bodies, local zoning meetings, school curriculum committees and pharmaceutical regulatory agencies, none of which ever announced what the sum of its parts was building toward.

That is the point. That has always been the point.

Two men saw it clearly and documented it completely. One from inside the network building it and one from outside the network watching as it took shape. Together they give us a complete picture of what was built, how it was built, and where it was always heading. The first is Carroll Quigley. The second is William Cooper. Understanding what each of them documented, and what it cost each of them to say it publicly, is the foundation for everything that follows in this piece.

The Network: Where It Came From and How It Was Built

Before Quigley or Cooper. Before the WEF, the UN, the Young Global Leaders program, ICLEI and Agenda 21, there was Cecil Rhodes.

Rhodes was a British mining magnate who controlled the diamond and gold resources of southern Africa in the late nineteenth century. He’d amassed one of the largest private fortunes in the world and used that fortune to fund a vision he described without ambiguity in a series of seven wills written between the ages of 24 and 46. In Rhodes’s first will, written at 24, he established what he called the Secret Society Will. In it he described his aim as the extension of British rule throughout the world and the ultimate recovery of the United States as an integral part of the British Empire. What Rhodes wanted was not merely British commercial dominance. He wanted a world government controlled by Anglo-American elites, administered through institutions that would operate above the level of individual national governments, and perpetuated through a scholarship program that would identify and cultivate the next generation of that network’s leadership.

In 1891, Rhodes held a meeting with William Stead and Lords Esher, Rothschild, Salisbury, Rosebery, and Milner to draw up the plan for what became known as the Round Table, a secret society designed to extend British influence across the globe and ultimately bring all habitable portions of the world under its control. The financial backing came from Rhodes himself, from the Rothschild banking network, and subsequently from J.P. Morgan, Carnegie, and Rockefeller as the American branch of the network was established. The Rhodes Scholarship program, which he established in his final will, was not an act of philanthropy. It was the talent identification and cultivation mechanism for the network’s next generation of leadership. The scholarship would bring the most promising young men from across the English-speaking world to Oxford, immerse them in the network’s values and objectives, and send them back to the governments, institutions, and corporations they would eventually lead. And you thought mind control programs started with the CIA and MK Ultra. But, I digress.

When Rhodes died in 1902, Lord Alfred Milner took over managing the network and expanded the Round Table into a global structure. In 1919, during the Paris Peace Conference, key Round Table figures organized study groups that directly produced two new institutions, the Royal Institute of International Affairs known as Chatham House in London, and the Council on Foreign Relations in New York. The CFR was established in 1921 with financial backing from J.P. Morgan, the Carnegie and Rockefeller foundations, and other prominent figures connected to the Rothschild network. CFR member James Warburg testified before the Senate Foreign Relations Committee in 1950 and stated plainly: we shall have world government whether or not you like it, by conquest or consent.

The CFR was the operational center of the American foreign policy establishment from its founding through the end of the twentieth century. Forty-seven CFR members were in the official U.S. delegation at the San Francisco conference that created the United Nations in 1945. The United Nations is not a separate institutional development from the Round Table network. It is its most visible public product.

David Rockefeller founded the Trilateral Commission in 1973, explicitly to extend the CFR’s framework to include Japan and bring the major economic powers of the developed world into a single coordinated governance structure. Senator Barry Goldwater wrote in his 1979 memoir that the Trilateral Commission represents the multinational consolidation of commercial and banking interests by seizing control of the political government of the United States. In 1971, Klaus Schwab founded the World Economic Forum. In 1992, he launched the Global Leaders for Tomorrow program, renamed the Young Global Leaders in 2004, to continue the work Rhodes began with his scholarship program a century earlier: identify the next generation of leadership, cultivate them in the network’s values and objectives, and place them in the governments, institutions, and corporations they would run.

The lineage runs in a straight line. Rhodes to the Round Table to the CFR and Chatham House to the United Nations to the Trilateral Commission to the WEF and the Young Global Leaders. Every institution in that lineage was built by people connected to the previous one, funded by the same banking and industrial networks, and dedicated to the same objective Rhodes wrote into his first will at age 24: a world governed by a coordinated elite above the level of any individual national government.

Carroll Quigley spent twenty years studying this network and was permitted for two years in the early 1960s to examine its private papers and secret records. What he wrote in Tragedy and Hope in 1966 is the most authoritative insider account of the network’s structure and objectives ever published. He named it explicitly while documenting its financial architecture, its institutional history, and its operational methods. He also named Bill Clinton as one of its products. Clinton was a Rhodes Scholar from Georgetown Universtiy allowing him to attend the University of Oxford. He was also a CFR member, a Trilateral Commission member, and a Bilderberg participant by the time he was nominated for the presidency. Clinton acknowledged Quigley by name from the stage of the 1992 Democratic National Convention, the same year he was elected to the presidency, and the same year Agenda 21 was adopted in Rio and the Global Leaders for Tomorrow program was launched.

Quigley also named the strategy that makes the entire network’s operation possible. He wrote that the two political parties should be almost identical, so that the American people can throw the rascals out at any election without leading to any profound or extensive shifts in policy. What looks like political opposition is the managed appearance of choice inside a system where the fundamental policy control and direction do not change regardless of which team wins. To that end, the light bulb ban we covered in Part Three was signed by George W. Bush. The COVID vaccine mandate infrastructure was built across both administrations. The WHO pandemic treaty negotiations proceeded under both. The 30x30 land removal order was Biden’s. The pharmaceutical regulatory capture predates both parties by decades. The network does not care which party holds the White House because it controls the policy environment both parties operate inside.

William Cooper: The Man Who Saw It Coming

William Cooper was a former United States Naval Intelligence Briefing Team member who published Behold a Pale Horse in 1991, one year before Agenda 21 was adopted, one year before the Young Global Leaders program was launched, and a full decade before the events of September 11, 2001, which he had publicly predicted on his Hour of the Time radio broadcast months in advance.

Cooper was not an academic. He was a veteran who had seen documents and been included in Naval intel meetings. He heard and saw things that concerned him greatly, and spent the rest of his life telling people, at personal cost that ultimately proved fatal. He was surveilled, harassed, had his property seized by federal agents, and was killed by Apache County sheriff’s deputies in November 2001 under circumstances that have never been fully resolved to the satisfaction of those who knew his work.

What Cooper documented in Behold a Pale Horse in 1991 is the precise description of the architecture this series has spent four articles documenting. He described a secret government operating above the level of our elected government system. He described manufactured crises as the mechanism for advancing the consolidation agenda. He described the use of psychoactive drugs and pharmaceutical dependency as tools of population management. He described the coming assault on gun rights through school violence that would be attributed to psychiatric medication being prescribed to young people at increasing rates. Eight years before Columbine, Cooper wrote that the sharp increase in prescriptions of psychoactive drugs to younger and younger children would inevitably lead to horrific school shootings, and that those incidents would be used by elements of the federal government as an excuse to infringe on the Second Amendment. He described the plan for a world government built through the United Nations framework. He described the coming assault on the family, private property rights, on our national sovereignty, and on the individual’s capacity for independent thought and spiritual agency.

Behold a Pale Horse has been one of the most shoplifted books in the country for decades. It circulated through the American prison system during the crack epidemic of the 1990s with such intensity that single copies went through enough hands in the cellblocks to break the book’s spine. The people who read it didn’t have access to mainstream information channels. Instead, they were the people the system had already discarded, and they recognized what Cooper was describing because they were already living inside it.

Cooper who is routinely dismissed as a conspiracy theorist by the mainstream media whose senior leadership, as documented later in this piece, trained in the same Young Global Leaders program that produced the health ministers and directors who signed the vaccine mandates and the finance ministers who froze the bank accounts. This dismissal pattern is part of the structures and procedures Quigley identified. The network operates through the institutions, and the institutions manage the information environment that determines what is credible and what is not.

What cannot be dismissed is the record. Cooper said the psychoactive drug prescription explosion would produce school shootings used to justify gun control. It did. He said manufactured crises would be used to advance centralized control and erode constitutional government. They were. He said the United Nations framework was the vehicle for world government being built incrementally through institutions and policy rather than conquest. The timeline that follows in this piece confirms that assessment with documented specificity that was not available to Cooper when he wrote it. He described a plan to manage the population through dependency, distraction, and diminished capacity for independent thought. Parts One through Three of this series documented the biological mechanism through which that management is being executed.

Cooper said all of this in 1991. He was killed in 2001. The architecture he described has been built in the twenty-five years since his death exactly as he said it would be.

Two men documented the network and paid for it. Quigley lost his book’s print plates and his institutional standing. Cooper lost his life. The network they described is now sufficiently advanced so that the documentation of it can be done from primary sources, signed executive orders, published conflicts of interest, enacted legislation, peer-reviewed research, and the network’s own statements in its own documents. We do not need their testimony anymore. The evidence has caught up with what they saw before the evidence existed.

The Mechanism: Think Globally, Act Locally

The single most important and least understood vehicle for implementing the globalist agenda inside the United States has not been the federal government, the United Nations, or any institution most people would recognize. It has been a private membership organization based in Bonn, Germany called ICLEI, originally the International Council for Local Environmental Initiatives, now rebranded as Local Governments for Sustainability.
