Gray whales have long been celebrated as one of conservation’s greatest success stories. After being pushed to the brink by commercial whaling in the 19th and early 20th centuries, the eastern North Pacific gray whale population rebounded dramatically under federal protections, becoming a symbol of how species can recover when given a chance.
Today, however, scientists are sounding the alarm over a new and growing threat—one that cannot be addressed by hunting bans alone. Across the Pacific Coast, gray whales are starving, stranding, and dying in unusually high numbers as climate change alters the Arctic ecosystems they depend on for survival.
What is unfolding is more than a wildlife conservation issue. It is a warning about how rapidly changing environmental conditions can ripple through entire ecosystems, affecting species thousands of miles from where those changes begin.
According to the Center for Biological Diversity, at least 51 whales have died along the U.S. West Coast during the first months of 2026. If mortality continues at its current pace, this year could become one of the deadliest on record for whales in the region, second only to 2019, when 122 whale deaths were documented.
Gray whales account for the majority of the deaths, with particularly high numbers reported in Washington State and California’s San Francisco Bay Area. While some whales have died from vessel strikes or fishing gear entanglements, many have shown signs of severe malnutrition.
The mortality spike follows years of concern among marine scientists who have been tracking an ongoing decline in gray whale health, reproduction, and population size.
According to the National Oceanic and Atmospheric Administration (NOAA), the eastern North Pacific gray whale population has declined from approximately 27,000 animals in 2016 to roughly 13,000 today—a loss of nearly half the population in less than a decade.
Even more alarming is the collapse in reproduction. Annual calf births have fallen from approximately 1,600 calves to just 85, representing a decline of roughly 95 percent.
Scientists have documented population fluctuations in gray whales before. However, researchers who have studied the species for decades say the current downturn is different because of both its severity and duration.
“This is not part of a normal cycle,” said whale biologist John Calambokidis of the Cascadia Research Collective. Researchers note that the decline has now persisted longer than previous population downturns observed during more than 60 years of monitoring.
The question is why.
The answer appears to begin thousands of miles away in the Arctic Ocean.
Gray whales undertake one of the longest migrations of any mammal on Earth, traveling as much as 14,000 miles annually between breeding lagoons along Mexico's Baja Peninsula and feeding grounds in the Bering and Chukchi seas.
Their survival depends on what happens during the summer feeding season.
In Arctic waters, gray whales consume enormous quantities of amphipods and other small crustaceans that live in seafloor sediments. These prey species provide the energy-rich diet whales need to build the thick layers of blubber that fuel migration, reproduction, pregnancy, and months-long fasting periods.
For generations, this Arctic food supply supported a healthy gray whale population.
Today, that food web is changing.
Scientists increasingly point to climate change as the primary driver of the gray whale crisis.
The Arctic is warming nearly four times faster than the global average. One of the most visible consequences is the rapid loss of seasonal sea ice.
While sea ice may seem disconnected from whales feeding thousands of miles away, it plays a critical role in the Arctic marine ecosystem.
Under normal conditions, algae grow beneath seasonal sea ice. When the ice melts, those algae sink to the ocean floor, providing nutrients for amphipods and other bottom-dwelling organisms that gray whales consume.
As sea ice retreats earlier and forms later, less algae reaches the seafloor. The result is fewer prey organisms and lower-quality food for whales.
Researchers also point to warmer bottom waters and changing ocean currents, which further disrupt the habitat and nutritional value of Arctic crustacean populations.
“The prey base is extremely sensitive to the warming Arctic and does not seem to be recovering,” said Joshua Stewart of Oregon State University’s Marine Mammal Institute, whose research has linked gray whale declines to Arctic climate change.
In simple terms, whales are finding less food, and the food they do find is less nutritious than it once was.
Food shortages affect every aspect of a whale’s life.
Without sufficient blubber reserves, gray whales struggle to complete migration, successfully reproduce, or nurse calves.
Scientists have found that many stranded whales show clear signs of malnutrition. Researchers have also observed dramatically fewer mother-calf pairs in breeding lagoons along Mexico’s Baja Peninsula.
The effects extend beyond reproduction.
Malnourished whales appear more vulnerable to disease, environmental stressors, and human-caused threats. Researchers believe weakened animals may have reduced swimming performance, impaired navigation, and less ability to avoid hazards.
As a result, starvation often becomes a multiplier of other risks.
While climate change is undermining the whales’ food supply, human activities continue to claim lives along migration routes.
The Center for Biological Diversity found that between 2020 and 2025, 521 whales stranded along the West Coast. During that period:
82 strandings were linked to vessel strikes.
97 whales were documented as entangled in fishing gear.
Ship-strike incidents reached their highest recorded level in 2025.
Scientists note that documented ship strikes likely represent only a fraction of actual collisions because many whales struck by vessels sink and are never recovered.
The combination of food scarcity and human pressures is proving particularly dangerous.
Researchers suggest that weakened whales may be less able to avoid ships or escape fishing gear, increasing mortality risk at precisely the time the population can least afford additional losses.
One of the clearest signs that something is changing comes from whale behavior itself.
As Arctic feeding grounds become less productive, gray whales are increasingly appearing in locations where they were rarely observed in the past.
Puget Sound in Washington and San Francisco Bay in California have become important examples.
Researchers believe many whales are entering these areas in search of alternative feeding opportunities. A small group of gray whales known as the “Sounders” has successfully used Puget Sound feeding grounds for decades, but increasing numbers of whales are now attempting similar strategies.
For some animals, these detours may provide temporary relief from food shortages.
For others, they introduce new dangers.
Perhaps nowhere is this more apparent than in the San Francisco Bay.
Historically, gray whales were rarely observed feeding there. Since 2018, however, scientists have documented a growing number of whales entering the bay and lingering to forage.
Researchers from the Marine Mammal Center and the California Academy of Sciences identified 114 individual gray whales in San Francisco Bay between 2018 and 2025.
Their findings suggest that the bay may be functioning as an emergency feeding stop for whales struggling to find adequate food elsewhere.
Unfortunately, it is also one of the busiest shipping corridors on the West Coast.
The narrow Golden Gate Strait serves as a bottleneck through which both whales and vessels must travel. Heavy maritime traffic, combined with fog and poor visibility, creates hazardous conditions.
Researchers documented a minimum mortality rate of 18 percent among identified Bay whales. Twenty-one whales were found dead, and vessel strikes accounted for many of the fatalities.
Scientists found that only four of the 114 identified whales returned in multiple years, raising concerns that many do not survive long enough to become repeat visitors.
The trend illustrates a troubling reality: climate change is not only affecting wildlife habitat but also pushing animals into increasingly dangerous interactions with human infrastructure.
The gray whale crisis is not occurring in isolation.
Scientists have observed other signs of ecological stress throughout the Pacific Ocean.
Earlier this year, thousands of seabirds died along the California coast, many showing signs of malnutrition. Researchers suspect similar disruptions in marine food webs may be contributing to those losses.
At the same time, marine heat waves and the potential development of strong El Niño conditions threaten to place additional stress on already vulnerable ecosystems.
Together, these events paint a picture of an ocean undergoing rapid transformation.
The gray whale may simply be one of the most visible indicators.
Researchers and conservation groups are advocating for several immediate actions to reduce whale mortality.
One of the most widely supported measures is reducing vessel speeds in areas with high whale activity. Studies have shown that mandatory speed limits of 10 knots can significantly reduce the likelihood of fatal ship strikes.
Conservation groups are also calling for stronger protections in migration corridors, improved monitoring of whale populations, and efforts to reduce fishing gear entanglements.
These measures could save lives.
However, scientists emphasize that they address only part of the problem.
The underlying driver of the crisis remains the rapid transformation of Arctic ecosystems caused by climate change.
Gray whales have survived for millions of years and have overcome tremendous challenges before. Their recovery from commercial whaling demonstrated their resilience and adaptability.
But resilience has limits.
The continuing decline in population size, the collapse in calf production, and the increasing number of stranded whales suggest a species under extraordinary pressure.
What begins with disappearing sea ice in the Arctic now echoes along coastlines thousands of miles away. Through disrupted food webs, starvation, altered migration patterns, and increased encounters with human hazards, climate change is reshaping one of the planet’s most remarkable migrations.
The whales washing ashore on Pacific beaches are not isolated tragedies. They are visible reminders that environmental change in one corner of the world can reverberate across entire oceans.
For scientists, conservationists, and coastal communities alike, the fate of gray whales has become a powerful symbol of the challenges facing marine ecosystems in a warming world.
