From 2023 to 2025, there was a discrepancy in China’s AI ecosystem between geographically dispersed research excellence and concentrated capital flows. Research activity emerged from a diverse national footprint, with Beijing and Shanghai ranking among the top five cities for scientific output in 2025.
Investment patterns, however, followed a more selective trajectory. In 2025, funding remained primarily concentrated in well-established eastern and southern hubs, with Beijing, Shanghai and Shenzhen dominating the financial landscape.
While Beijing maintains a self-sustaining cycle of innovation and commercialisation, the Chinese ecosystem’s defining challenge is the disparity between regional centres, where high research output has yet to attract proportional capital.

Last week, global AI financing reached a significant $7.2 billion, maintaining the momentum of capital deployment across the broader AI ecosystem.
