Acquisition Modernization Should be the Focus for Government Streamlining

A renewed effort for streamlining government systems and increasing the efficiency of government has become extremely topical, and of the most salient government-wide issues regarding software and IT is the legacy acquisition system.

In a world defined by rapid technological advancements and complex global supply chains, consistent versus one-time modernization has become a necessity for ensuring the efficiency and effectiveness of federal government operations. Policymakers have an opportunity to prioritize acquisition modernization, particularly in the realm of defense. On-going acquisition modernization initiatives1 can play a pivotal role in transforming how the federal government approaches procurement and logistics to meet national security challenges.

Defense acquisitions are at the core of national security. They encompass the procurement of everything from advanced weapon systems like fighter jets and submarines to essential supplies like MREs, fuel and medical equipment. However, outdated processes, fragmented systems, and inefficiencies intermixed with Government specific requirements in acquisition practices often hinder the Department of Defense (DoD) from responding quickly to emerging threats or adapting to rapidly changing market conditions.

The Government Accountability Office (GAO) has identified multiple deficiencies in defense acquisitions and contracting, including a failure to effectively monitor portfolios. In addition, ongoing acquisition modernization efforts have also shown that there is a pressing need to effectively incorporate a commercial understanding of market intelligence into the acquisition process. A streamlined, powerful system of software for government acquisitions could make both of these visions a reality, and any new effort focused on improving government efficiency must deal with these challenges through focused modernization efforts.

Building on Lessons Learned

To make this modernization effort the most effective, policymakers should leverage lessons learned from on-going acquisition modernization efforts and the GAO analysis.

The following are major areas of possible improvement identified:

  1. Market Intelligence: Deepening the agency’s understanding of global supply chains and existing industry capabilities helps mitigate risks and improve competition. Recently, the DoD has created a contract vehicle for a supply chain risk illumination tool (SCRIPTS), integrating the data sources from this contract and others into readily accessible software and associated process flow could be a key aspect of acquisition modernization.

  2. Integrating new technologies: Streamlining and automating procurement processes through technologies like artificial intelligence (AI), large language models (LLMs) and other machine learning systems could eliminate inefficiencies and accelerates decision-making. These technologies may be useful at multiple levels including procurement, portfolio management, and supply chain risk management.

  3. High level management user interface: Per GAO analysis, improving portfolio management is a key task for DoD decisionmakers. Modernizing acquisition software to create a management dashboard of key metrics on all stages of contracting and procurement is one way to achieve this goal. Seamlessly integrating this dashboard so that it displays data on new contracting efforts and existing projects could be a way to meet GAO recommendations.

Acquisition modernization is a national security imperative, and is necessary to secure supply chains, ensure existing funds are being used effectively, and to be prepared to rapidly scale acquisitions for a possible conflict. By building on these existing lessons learned and GAO reports, policymakers can ensure that defense acquisitions are prepared to meet the challenges of the 21st century. In doing so, it will not only enhance the efficiency of government operations but also strengthen the nation’s ability to safeguard its interests at home and abroad.
