Parallelizing `loo`: Status Update 01

So far, I’ve been focusing on writing up our motivation and doing some simple experiments and improvements. You can find all that in the repo, primarily in the in-progress report I’ve been working on. I will probably spin out what I’ve learned and been writing about parallelization in R into a post here, sometime over the summer. I’ve opened a few PRs fixing some simple issues I noticed last meeting, vectorizing two functions (by swapping to matrix ops) and fixing minor errors/typos regarding parallelization throughout the repo.
