Urban3 worked alongside Contra Costa County and Fehr & Peers staff to conduct an economic analysis of land use patterns in the county. The analysis aimed to allow the county and stakeholders to better understand the region’s current urban-economic health and to make informed decisions on future urban development, specifically along transit corridors, to promote long-term fiscal productivity and enhanced livability for county residents.

Key Findings

  • The analysis revealed that downtown, high density mixed use properties generate the most tax revenue per acre.

  • The most productive commercial land use, in terms of the amount of value compared to the amount of land consumed, is found in downtown St. Paul as both commercial and mixed use developments.

  • The analysis found that there is ample opportunity for Transit Oriented Development (TOD) in the areas surrounding BART (Bay Area Rapid Transit) stations across the north/northeast part of the county with excessive parking area.

  • As part of this analysis, Urban3 completed scenario projections to show how the development of parcels in downtown Walnut Creek could impact the tax base for Contra Costa County.
