In comparison to other white-collar offenses, especially those related to finance and banking, the relatively lenient punishment sends the message that if you work within America’s financial establishment or in a high position at a regulatory agency (such as The Federal Reserve) and have ties to foreign intelligence services, your misdeeds may lead to little more than a slap on the wrist.
