In Friday’s paper, there was a long article by the Central Commission for Discipline Inspection and National Supervisory Commission.
It’s interesting that this was published in the People’s Daily, the day the paper carried the report on the announcement of the theme of the Fifth Plenum of studying certain major issues concerning the persistent advancement of comprehensive and strict Party self-governance.
I left this out yesterday so that I could have the time for a deeper dive into it. Some key takeaways:
The article broadly talks about the long-term significance and centrality of Xi Jinping Thought on Party Building for discipline inspection work. It then interprets the core tenets of this thought for the CCDI and NSC’s work. That, in itself, tells us a bit about Xi’s position and control over the system. What’s striking, however, is the glorification of Xi in the article. For instance, it says that the thought is imbued with Xi’s “political wisdom, brilliance of thought, and personal charisma”; it contends that “all the achievements made in discipline inspection and supervision work in the new era” are owed to Xi and his thought; “the Two Establishments are the greatest certainty, the greatest source of confidence, and the greatest guarantee”; and that discipline inspection organs must “align themselves with General Secretary Xi Jinping’s lofty spiritual realm of ‘I will be selfless and will not fail the people’, his strong sense of mission and responsibility of ‘offending a thousand or hundred, but not failing the 1.4 billion’, and his fearless spirit expressed in ‘though there be thousands upon thousands of people, I shall go forward’...”
Second, in terms of work, the piece stresses the significance on focussing around the main tasks of the 15th FYP and the desire for greater central control “Supervision must closely revolve around General Secretary Xi Jinping’s important instructions and directives, around implementing the new development philosophy, promoting high-quality development, accelerating the establishment of a new development pattern, and other strategic deployments.”
Third, it’s significant how much the article stresses on the role of discipline inspection in maintaining political legitimacy for the Party. This is around anti-corruption and conduct as means to win the hearts of the people. The challenge, of course, is that none of these are new problems; they are structural for a Leninist Party-state system. But the solution that the Party seems to be offering is more of the same and perhaps at greater intensity: For instance, “the Party’s conduct is the Party’s image; it bears on whether people are won or lost, and on the Party’s life and death, survival and extinction”. Discipline inspection workers “must continue to prevent and rectify prominent problems of deviations in views on political achievements, closely monitor leading organs and leading cadres, resolutely correct such prominent problems as inaction stemming from waiting and watching as leadership transitions approach, and, after leadership transitions, the impatient pursuit of quick success by flipping pancakes or engaging in political achievement/vanity projects, and resolutely curb unhealthy practices such as falsifying statistical data.”
Fourth, on corruption, the article says that under Xi the entire Party has been carrying out an anti-corruption struggle “unprecedented in history. Its intensity has been greater than ever before, the results are evident for all to see, and it has successfully forged a Chinese path of anti-corruption under the centralized and unified leadership of the Party Central Committee…”; it warns that “corruption is the greatest risk, the greatest threat, and the greatest challenge our Party faces…” In other words, there will be no let up in this regard, with strict punishment on the anvil for “key problems, key sectors, and key targets.”

Discipline inspection and supervision organs bear the important responsibility of assisting Party committees in strengthening Party conduct. We must make sustained and long-term efforts and polish the ‘golden business card’ of the Central Eight-Point Regulations to make it shine even brighter. We must strictly and earnestly rectify the Four Winds, persist in integrating work style building into daily work and making it a regular undertaking, deeply rectify and intensively remediate recurrent chronic ills such as eating and drinking in violation of regulations, accurately identify and promptly deal with the trends and manifestations of hidden and mutated forms, and seriously investigate and deal with and publicly report typical cases of those who do not restrain themselves or stop their hands and who flout discipline against the wind, thereby forming a powerful deterrent.
We must continue to prevent and rectify prominent problems of deviations in views on political achievements, closely monitor leading organs and leading cadres, resolutely correct such prominent problems as inaction stemming from waiting and watching as leadership transitions approach, and, after leadership transitions, the impatient pursuit of quick success by flipping pancakes or engaging in political achievement/vanity projects, and resolutely curb unhealthy practices such as falsifying statistical data. We must improve the long-term mechanism for conduct building, thoroughly implement the Opinions on Persevering in Implementing the Spirit of the Central Eight-Point Regulations and Promoting the Normalization and Long-term Institutionalization of Work Style Building, take regular study and education as the foundation, strengthen typical-case education from both positive and negative angles, take the joint investigation and joint treatment of misconduct and corruption as the means, drive investigation and treatment as one and rectifying and cultivating in tandem, resolutely break down privilege thinking and privilege behaviour, carry forward the Party’s glorious traditions and fine conduct, and prompt Party members and cadres to keep firmly in mind the ‘Three Musts’ and practice the ‘Three Stricts and Three Earnests’, so as to lead social conduct and popular morality with fine Party conduct.”

Our Party is a Marxist party organized on the basis of revolutionary ideals and iron discipline; strict discipline is the Party’s fine tradition and political advantage. Discipline is the ‘measuring stick’ for managing and governing the Party, and also the standard and the guide by which Party members and cadres restrain their own conduct. The more complex the situation the Party faces and the more arduous the tasks it shoulders, the more it must strengthen discipline-building. The discipline inspection and supervision organs, as organs of oversight and of enforcing discipline and law, have an unshirkable responsibility in safeguarding the Party’s discipline. We must uphold combining regular education with concentrated education, provide instruction according to different levels and categories with precision, use the people and events around them as educational examples, and encourage Party members and cadres to engrave compliance with rules and discipline in their hearts. We must uphold the principle of putting discipline before everything else, adhere to the principle that Party discipline is stricter than state law, that discipline comes before the law, and that discipline enforcement and law enforcement are integrated, achieve that violations of discipline are surely investigated and enforcement of discipline is surely strict, earnestly safeguard the rigidity and seriousness of discipline, prevent the ‘broken-window effect’, and make discipline truly become an electrified high-voltage line. The essence of corruption is the abuse of power. Preventing and combating corruption requires strengthening the regulation and supervision of the allocation and operation of power, improving institutional mechanisms that unify the authorization, exercise, and restriction of power, and that are clear, transparent, and traceable, so as to ensure that power always operates on the correct track.
On the one hand, we must improve institutional provisions and prevent ‘using a cattle pen to confine a cat’ (牛栏关猫). The system for supervising power must be improved by focusing on key powers such as policy formulation, approval and regulation, and law enforcement and the administration of justice, strictly defining responsibilities and authority, and standardizing work procedures. We must integrally perform their responsibilities for formulating intra-Party regulations and supervisory regulations, combine the requirements of the Party Central Committee, the expectations of the people, practical needs, and fresh experience, promptly elevate effective practices and successful experience into institutional norms, and, in keeping with the times, establish, revise, abolish, and interpret institutions, so that institutional development corresponds to the needs of governing the Party and managing the Party and is coordinated with all aspects of Party building.
On the other hand, rigid constraints must be strengthened to prevent ‘using a paper cage to confine a tiger’ (纸笼禁虎). We must strengthen publicity and education on laws, regulations, and institutions, guide Party members and cadres to understand laws and discipline, understand rules, and know awe, enabling them to recognize that regulations and institutions are not only a ‘tightening spell’ (紧箍咒) but also a ‘protective talisman’ (护身符), and consciously oppose and resist hidden rules. We must resolutely shoulder the supervisory responsibility, earnestly perform their duties of supervision, discipline enforcement, and accountability, as well as supervision, investigation, and disposition, continuously strengthen disciplinary supervision, supervisory oversight, resident-office supervision, and inspection supervision, and ensure that they neither fail to perform their duties nor exceed their authority. For the Party’s leadership and the various tasks of managing and governing the Party to be implemented to the letter, the Party’s organizations must be strong and powerful and run smoothly, and Party members and cadres must be of hard caliber and high ability.
General Secretary Xi Jinping has always placed high trust in and high hopes on the discipline inspection and supervision contingent, has profoundly expounded the important positioning of the discipline inspection and supervision organs, has put forward the important requirement of the Four Excellences for the contingent of discipline inspection and supervision cadres, and has stressed that they must always keep firmly in mind what it is they do, entrusting them with major responsibility and a glorious mission.
We must combine the study and implementation of Xi Jinping Thought on Party Building with the ‘Year of Action for the Standardization, Law-based Development, and Regularization of Discipline Inspection and Supervision Work’ campaign, earnestly implement the Opinions on Strengthening the Building of the Discipline Inspection and Supervision Contingent in the New Era, continually strengthen ideological tempering, political seasoning, practical honing, and professional training, and drive the building of the iron army to a new level. We must continue to deepen the reform of the discipline inspection and supervision system, improve the allocation of functions, institutional setup, and staffing, prudently carry out pilot programs for the re-dispatch of supervisory bodies, strengthen the coordinated use of the capacities of internal organs and resident supervisory offices, and promote the better development of organizational advantages. We must strengthen the distinct orientation of vigorously grasping the primary level, tilt more resources and forces toward the primary-level front line, strengthen guidance to lower levels, strengthen support and safeguards, deepen the reform of primary-level oversight systems and mechanisms, and, in accordance with local conditions, deepen work mechanisms such as district (zonal) collaboration. Organize political training, professional training, and practical combat training according to different levels and categories; place emphasis on discovering cadres, cultivating cadres, and tempering cadres through actual combat and practice; and gradually form a talent cultivation mechanism that combines training and combat with the characteristics of discipline inspection and supervision work. Uphold the combination of strict management and genuine care; optimize the selection, cultivation, management, and use of cadres; improve internal power restriction mechanisms and management and supervision systems; strengthen the positive incentive system for discipline inspection and supervision; ensure that one’s own conduct is upright, one’s own integrity is maintained, and one’s own capabilities are strong; properly resolve the question of ‘who supervises the discipline inspection commission’; resolutely prevent and address the problem of ‘darkness under the lamp’; and strive to forge an iron contingent of discipline inspection and supervision that is loyal, clean, responsible, dares to struggle, and is skilled at struggle, so that General Secretary Xi Jinping and the Party Central Committee can feel reassured, and the people can be satisfied.”
十、加强纪检监察工作规范化法治化正规化建设，打造政治过硬、能力过硬、作风过硬、廉洁过硬的铁军队伍。习近平党建思想鲜明提出“坚持健全上下贯通、执行有力的组织体系”“坚持建设堪当民族复兴重任的高素质干部队伍”，强调深入贯彻新时代党的组织路线，坚持党管干部原则，贯彻新时代好干部标准，明确了党的优势所在、力量所在，回答了关系党和国家事业的关键性问题。党的领导、管党治党各项工作要落到实处，党的组织必须坚强有力、顺畅运转，党员、干部必须素质过硬、本领高强。习近平总书记对纪检监察队伍始终高度信任、寄予厚望，深刻阐述纪检监察机关的重要定位，对纪检监察干部队伍提出“四个过硬”重要要求，强调要始终牢记自己是干什么的，赋予重大责任和光荣使命。要把学习贯彻习近平党建思想同“纪检监察工作规范化法治化正规化建设年”行动结合起来，认真落实加强新时代纪检监察队伍建设的意见，不断强化思想淬炼、政治历练、实践锻炼、专业训练，推动铁军建设再上新台阶。要持续深化纪检监察体制改革，完善职能配置、机构设置、力量配备，稳妥开展监察再派出试点，加强机关和派驻机构力量统筹使用，推动更好发挥组织优势。强化大抓基层的鲜明导向，将更多资源力量向基层一线倾斜，加强对下指导，强化支持保障，深化基层监督体制机制改革，因地制宜深化片区协作等工作机制。分级分类组织政治培训、业务培训、实战实训，注重在实战实践中发现干部、培养干部、锻炼干部，逐步形成有纪检监察特色的战训结合人才培养机制。坚持严管厚爱结合，优化干部选育管用，完善内部权力制约机制和管理监督体系，健全纪检监察正向激励体系，确保自身正、自身廉、自身硬，解决好“谁来监督纪委”问题，坚决防治“灯下黑”，努力锻造忠诚干净担当、敢于善于斗争的纪检监察铁军，让习近平总书记和党中央放心，让人民群众满意。
