Anthropic's Fable - The Boy Who Cried Wolf?

There is a well known fable about a boy who cried wolf. He warned of danger so many times that when the wolf finally appeared, no one knew what to believe. That feels close to where Anthropic now finds itself.

Yesterday, Anthropic’s new “Fable 5” AI model was banned by the US government in what is probably the most consequential AI news of the last few months.

The US government have forced Anthropic to suspend access to Fable 5 (and Mythos 5) for foreign nationals, citing national security concerns around a jailbreak. As a result, Anthropic have disabled the models for everyone.

Anthropic says the jailbreak is a misunderstanding, arguing the issue was narrow, non-universal, and not materially different from capabilities already available in other frontier models. In its words, “perfect jailbreak resistance is not currently possible for any model provider.”

For the past few days I have been experimenting with Fable 5, and have been very impressed with it’s capabilities - especially for building complicated apps with code.

I do have sympathy for Anthropic’s position, but they cannot act completely surprised.

For months, Dario Amodei (Anthropic’s CEO) has argued that frontier AI is becoming so powerful that governments need the ability to block unsafe deployments. Critics have been quick to point out the irony;

The Trump administration has placed Anthropic's Mythos 5 and Fable 5 under export controls. Commerce Secretary Howard Lutnick sent a letter to Dario Amodei tonight stating that foreign governments, companies, and individuals will no longer have access to either model.

That might be unfair, but Anthropic has spent a long time framing its technology as uniquely dangerous, as @jeremyphoward put’s it;

I disagree with this decision and I don't like it. But also... HOW DID ANTHROPIC NOT SEE THIS COMING‽ It is *the* obvious response to "this is too dangerous for anyone except us to use", since that relies on a premise ("we are uniquely good") that almost no-one agrees with.

The need for AI safety is real. Frontier models like Fable / Mythos will need rules, monitoring and, in some cases, intervention. But those rules must be transparent, technical, consistent and proportionate.

There is another side effect. If this decision remains, it means that other AI labs like OpenAI, Google and Meta may not publicly release their next frontier model. It was anticipated that OpenAI would release a model at the same level as Fable 5 within weeks, but I expect they will now be in no hurry. This means the models we have now might be what we’re stuck with for a while (although, they’re already more capable than most people will ever need).

The danger is that everyone loses. Anthropic loses trust. The US loses credibility. Customers lose confidence. Frontier labs become more cautious.

Anthropic named the model Fable. Maybe the moral arrived faster than expected.
