"Like Stuffing A Codpiece" - The Career and Awards History of Simon Tuhill

Meet Simon Tuhill, the latest and most fresh-faced individual to take a seat in what must be the single most career-perilous position in UK firefighting: that of Chief Fire Officer at West Midlands Fire Service (WMFS).

Tuhill intends to buck the trend of scandal which has marred the second-largest regional fire service in the UK as its third chief in a year by bringing back stability and a focus on doing things right by both the community it serves as well as its team of firefighters.

Tuhill was reported to have said in an address to WMFS staff shortly after taking office that “After what I know was a challenging and, at times, turbulent 2024, I aim to provide a sense of stability and continuity for everyone across the organisation.” In a wide-ranging interview reported by Birmingham Live on 20 April 2025, Tuhill emphasised his desire to direct attention and recognition towards the firefighters under his leadership at WMFS with the mentality of “it's about them, it's about what they do”.

Many will be forgiven for breathing a sigh of relief at the prospect of organisational and PR chaos finally drawing to a close at WMFS with Simon Tuhill at the helm. After all, he does look and sound the part of a genuine leader who just needed time to get himself and his new leadership team bedded down at the helm. Not my words, but those of one of his station commanders, Rebecca Hodgkins.

Which must have felt good for Tuhill, considering that Hodgkins had issues in the past with WMFS leadership culture being misogynistic and too comfortable using inappropriate language to demean and sexualise female firefighters.

Unfortunately, it seems that such optimism in the character of Simon Tuhill as a leader might be misplaced and all too optimistic.

For in recent days, fresh allegations have surfaced about how Simon Tuhill has embellished his ranking of Crew Commander between February 1998 and October 2007, as well as willful complicity in allowing and further perpetrating erroneous media reports of him receiving a Letter of Commendation for his services rendered following the 2005 London 7/7 Bombings.

According to Tuhill’s LinkedIn profile, his first career position was described as that of Full-time Crew Commander, Feb 1998 - Oct 2007 (9 years 9 months).

Yet in a LFB information bulletin published on 5 December 2005, Simon Tuhill was very clearly described “FF S Tuhill”, meaning that at the time of the bulletin’s release he was holding the rank of Firefighter and part of the Paddington Pump Ladder team.

(Note: Since this article’s publication, a certain former colleague of Simon Tuhill, Richard Hanney has contacted The Narrative Shaper and provided information and evidence to clarify both Tuhill’s rank at the LFB during the 2005 London 7/7 Bombings as well as his speculative explanation for the manner in which Tuhill had described his rank between 1998 and 2007 on his public LinkedIn profile.

Tuhill’s actual rank on 7 July 2005 was that of Temporary Leading Firefighter (T/LFF), one which he was granted over his original substantive role of Firefighter. However it is unclear if Tuhill ever went back to his original Firefighter rank and if so when did that happen. Furthermore, Tuhill would not have been able to list his actual ranking as a “Leading Fireman/Firefighter” on his public LinkedIn career history due to the LFB phasing out the Fireman/Firefighter rank descriptor in the mid-2000s, although that has since been reversed in 2019 with the reintroduction of role-to-rank and the return of the ranking descriptor “Leading Firefighter”.)

And just like how pulling a single loose strand of wool can unravel an entire woven jumper, so does this LFB information bulletin expose and prove true yet another allegation of dishonest “fait accompli” embellishment being levelled against Tuhill: he never received a Letter of Commendation for his involvement in the 2005 London 7/7/ terrorist bombing attack.

The first instance of Tuhill having received a letter of “commendation” for his services rendered during the 2005 London 7/7 Bombings can be found in the BBC article from 14 November 2024. Seeing as how this is not an article that was written with direct oversight and approval from Tuhill, it could perhaps have been excusable and Tuhill be given the benefit of the doubt over what one can charitably describe as “sloppy journalism” expected from tabloid rags like The Morning Star or The Daily Express but not “official state media” like the BBC.

As Chief Fire Officer of WMFS, it is well within the right and indeed expectation that Simon Tuhill issue clarification requests via his organisation’s press office to the BBC to correct the inaccuracy which has so inflated his letter of “congratulations” to “commendation”.

This is more than just an issue of semantics, for the aforementioned Letter of Commendation can only be issued by the London Fire Commissioner and accompanied the single-highest possible Gold Award which was given to only SIX firefighters.

A simple error of “congratulations” being replaced by “commendation” in the BBC report elevated Tuhill’s official career recognition from one out of 57 similar recipients to one out of six.

Seven if you count Tuhill in as well, as the BBC have done.

Whether or not Simon Tuhill’s ego was sufficiently stroked to turgid virility by this accidental embellishment, nobody knows. But what turns this into willful complicity and dishonesty on his part is how to this day, the official WMFS corporate comms news article published on 8 January 2025 announcing his appointment as Chief Fire Officer continues to explicitly describe him as having received a commendation for his attendance of the London 7/7 Bombings.

A news article that had to be vetted approved by himself as the new chief.

All this makes Simon Tuhill the third senior WMFS leadership figure in the past year to be not only alleged to have either embellished or outright fabricated aspects of their career and records in the public domain, and/or in their subsequent job applications that secured them higher rungs on the fire service corporate ladder, but also have some of those allegations proven true by the discovery of material fact.

Tuhill’s great-predecessor as WMFS chief, Wayne Brown was exposed as having lied about substantial parts of his career and academic history, although it was only his lie about holding an MBA which was deemed serious enough by Fleet Street to make it onto national news in January 2024 before his untimely demise immediately afterwards.

And Joanne Bowcock, Wayne Brown’s deputy at WMFS between August 2023 and March 2024 was exposed as having lied about holding a law degree in June 2024, although this happened in her official capacity of deputy chief fire officer at Oxfordshire Fire Service (from which she had been seconded to WMFS for a little over six months).

Not to mention the previous chair of the West Midlands Fire and Rescue Authority which is the civilian power overseeing the appointment of senior WMFS leadership, Greg Brackenridge who was recently exposed as being a “Walter Mitty”, having lied throughout his political career that he had once been a Royal Marine.

The most striking aspect of Tuhill’s embellishment of his career beginnings at LFB as well as the official recognition he got for his involvement in the wake of what remains to this day the single worst terrorist attack on British soil is not in its scale or severity, but the sheer banality of it. An entirely unforced error created not necessarily by a deliberate decision on Tuhill’s part to lie about or embellish truth from the very beginning, but to simply roll along with erroneous reportage of himself by the UK’s state media outlet (and make no mistake, the BBC is UK state media for all intents and purposes in the eyes of domestic or international public perception) as a fait accompli to gild his career history where there was no reason nor benefit for him to do so.

After all, in his previous full time appointment as Northamptonshire Deputy Chief Fire Officer back in April 2023 there was no mention of him in the corporate article as having received a commendation for his services rendered during the London 7/7 Bombings. With this contextual background knowledge, Tuhill’s subsequent decision to roll along with erroneous media embellishments of his actual official recognitions record is akin to a man wearing a codpiece, as if he did not already have enough to offer with his naturally-endowed character and leadership qualities without official letters of commendation.

Which interestingly enough would make Tuhill the ideal candidate for any corporate leadership position in the eyes of West Midlands Fire and Rescue Authority (WMFRA) members like its vice-chair Catherine Miks, Labour councillor representing Lower Stoke Ward on Coventry City Council.

Miks had been recorded as stating during a scandalous WMFRA meeting back in February 2024 her blasé opinion that “Everyone has at some stage put something on their CV they regretted putting on there and shouldn’t have." A stance she had belatedly backtracked on in October 2024 with a public statement released through WMFS stating categorically that “I will be clear; I do not condone anybody being dishonest on their CV, and have never and will never do so myself.”

Coincidentally, Miks was in her capacity as WMFRA vice-chair part of the committee which approved of Simon Tuhill to be appointed as WMFS chief back in November 2024, and had even stated that “Simon interviewed exceptionally well, setting out a clear vision for what he sees as the priority for the service – its people. He has a wealth of experience in the fire service, and I look forward to working with him.”

As a general policy, The Narrative Shaper does NOT typically send out press enquiries to the parties or organisations it covers unless decided otherwise, and more often than not that decision is made on the basis of proving a point that serves the purpose of the article to be written about them.

This is not a choice made out of ignorance of basic journalism principles, but borne out of the cold reality that the dominant trend in the UK today is of the press being progressively shut out of engagement with entities and individuals for which it is very much in the public interest to scrutinise. The most recent example being that of the Reform-controlled Nottinghamshire County Council deciding to unilaterally ban all engagement with the Nottingham Post as retaliation against what it perceives to be negative scrutiny and press coverage of its plans to restructure its local government.

In this case, to further drive home the point about how it is an active choice and decision by WMFS senior leadership up to and including Simon Tuhill to curate their public images through selective responses to factual inaccuracies in media reports, press enquiries, and public scrutiny, The Narrative Shaper sent in an official press enquiry to WMFS on Monday, 1 September 2025 to ask questions and offer the opportunity for them and Tuhill specifically to exercise their right of response to what would be considered by any PR professional to be adverse publicity that could be so easily ameliorated and headed off before damage can be done.

As of the deadline given in the email above and publication of this article, no response has been received from WMFS nor Simon Tuhill.

If this is the manner in which publicly-funded service organisations and leaders treat official UK Press-Card-holding journalists (freelance or otherwise), then the British public should not be surprised that scandals of ethics and corruption will continue to pose formidable obstacles of political reform to improve adherence to Sir John Major’s Nolan Principles of public life in UK politics and society.
