I am going to keep this short and to the point - it’s Friday, and I have some data points to report that are not great, but must be delivered.
Mexican residency is becoming harder to attain. At least one Mexican immigration office (Playa del Carmen) is now requiring that Temporary Residents (TR) submit bank statements showing income be submitted during renewal (and presumably, for conversion from temporary to permanent residency status). Whether the income for non-retirees must match the official thresholds is unknown. Bank statements are being required to be translated by an official Mexican translator, adding to costs.
What this means: If you have TR in Mexico, ensure that your income is being properly documented through your bank deposits and sufficient to meet the UMA (a MX peso multiplier) for the type of residency you are pursuing.
Additionally, the language on the INM microsite makes clear that current TRs who intend to convert to Permanent Residency (PR) as retirees/pensioners must prove that they meet income requirements, in one of the following ways:
“Proof of investments or bank accounts with an average monthly balance equivalent to 25,000 days established in accordance with the Measurement and Update Unit (UMA) in force during the last 12 months or; Original and copy.
Documents that prove that you have income or a monthly pension free of liens equivalent to 500 days established in accordance with the current UMA, during the last 6 months. Original and copy.
UMA. Daily value in 2026: $117.31 MXN.”
What this means: If you’re a TR whose income is from retirement sources and are converting to PR as a retiree, you must show that you’ve held over $173K for the last 12 months (without going under that amount) OR that you are regularly receiving over approximately $3,500/month from retirement sources for the last 6 months.
This is under current exchange rates - if the value of the USD falls, this goes up, and vice versa.
This is a new development - renewals and conversions did not used to involve submitting proof of economic solvency all over again.
As reported today by Pablo Manríquez:
“For more than a decade, DACA recipients, TPS holders and people with pending green card applications have used advance parole to travel abroad and come home without wiping out their shot at legal status. That protection died Thursday.
In Matter of Delcarmen-Lara, the Board of Immigration Appeals ruled that leaving the U.S. on advance parole now counts as a “departure” that can trigger the three- and ten-year unlawful-presence bars — overturning the BIA’s own 2012 precedent in Matter of Arrabally and Yerrabelly that had shielded migrants from exactly this outcome. [emphasis added]
The ruling applies going forward, not retroactively. But for anyone weighing whether to visit a dying parent abroad or attend a family wedding, the calculus just changed overnight — and almost nobody outside immigration law circles has noticed yet.
What this means: US residents falling into this category of migrant (and US citizens in mixed status families wanting to travel together internationally) should be fully aware that leaving the US could mean the affected person will be leaving the country forever (I do not have much faith that anyone who faced a 3-10 year ban would be admitted again after that time period).
I’m highlighting this piece once again - it is an extreme case with particular circumstances, but still very salient.
I stay abreast of changes like this as best I can, and encourage those who have credible news about restrictions on free movement in the US (as well as in countries where US citizens are likely to move) to reach out to me so I can amplify.
