The B|E note, in partnership with the Council of State Governments (CSG) and with direct support from the Council on Communities of Color at CSG East, presents the “State Legislators of Color B|E Brief.” This is a regular summary capturing legislation introduced and/or supported by legislators of color and related to Black, Latino, Native American, and other communities of color in the United States they represent.

SR 26 — Black Women’s Equal Pay Day Introduced June 23 by Sen. Marie Pinkney and passed the same day. It recognizes July 21, 2026 as Black Women’s Equal Pay Day. Importantly for your screen, its text explicitly discusses the wage gap faced by Black women, systemic inequality, gender and racial equity, and economic justice.

HCR 149 — Loving Day Introduced June 23 and passed. It recognizes Loving Day and expressly reaffirms equality, freedom and justice regardless of race or ethnicity.

HCR 146 — Community Health Improvement Week Introduced June 9 and passed. It recognizes community health workers and specifically identifies their role in advancing health equity and improving health outcomes. This belongs in a broader health-equity inventory but not the core substantive-bill count.

HB 254 - Division of People and CultureChanging the name of the state's Division of Diversity, Equity, and Inclusion to the Division of People and Culture. The new designation is intended to represent a broader approach to an inclusive and engaging workplace. Signed May 21, 2026

HB 337 - Racial/ethnic health disparities Requires folic-acid fortification of corn masa products; synopsis specifically identifies their importance in minority diets and higher neural-tube-defect risk in minority communities. Passed legislature June 16; awaiting Governor at time of posted status.

SB 302 - Educational equity Implements a new hybrid public-school funding model combining resource-based and weighted student funding; legislation explicitly says the model is intended to improve equity in school funding. Signed June 30.

SB 303 - Education funding/equity package Companion legislation arising from the Public Education Funding Commission’s recommendations and the restructuring of Delaware’s education-funding system. Signed June 30.

HB 451 - Racial/equal housing protection Clarifies that Delaware’s Fair Housing Act prohibits practices having a discriminatory effect — disparate impact — even without proof of discriminatory intent. Out of committee June 24.

SJR 19 - Health equity/underserved communitiesRequires the state’s health-care-cost analysis to consider effects on low-income people, rural communities, communities of color and other historically underserved populations. Amendment passed June 11.
