The WTO Agreement on Fisheries Subsidies entered into force on September 15 2025
the Agreement's disciplines prohibit subsidies for illegal, unreported and unregulated fishing, for fishing overfished stocks, and for fishing on the unregulated high seas.
In 2021, 35.5 per cent of global fish stocks were overfished compared with 10 per cent in 1974. It is estimated that subsidies to marine fishing activities total USD 35 billion per year globally. Of this amount, around USD 22 billion are considered to be harmful, contributing to the depletion of marine stocks.

New Zealand will amend the draft legislation for offshore renewable energy (introduced in 2024) to designate specific areas where offshore wind projects can be setup, while there is still a pause on permits for seabed mining, which has been hindering offshore wind development.
The Dutch Government will extend Offshore Wind Subsidies through the IKC-ETS scheme by one year, until 2028, to help offshore farms compete with other electricity supply. It is also working on a bill to allow Contracts for Difference (CfDs) for offshore wind.
Ireland has published National Designated Maritime Area Plan (DMAP) for Offshore Renewable Energy (ORE) Proposal.
The National DMAP for Offshore Renewable Energy will be a strategic plan that outlines the development and management of offshore renewable energy resources off Ireland’s coast.
…Ultimately, the National DMAP for ORE will designate renewable energy sites around Ireland’s coast that are suitable for offshore wind development, including fixed, floating, and floating demonstration locations
Ireland also launched a consultation on its Social Climate Plan.

Currently in Ireland, ESB Networks builds, owns, operates and maintains both the electricity transmission and distribution infra. In July 2025, the government announced a ‘Private Wires’ policy that would allow “allow private wires to be built and operated in a limited number of circumstances where the public benefits of allowing such developments are clear.”
