The WHO CANNOT 'require countries to sign on to these agreements.' The WHO is receiving proposed amendments from Member States who WANT these amendments. The review committee ... REVIEWS them and votes ('accepts') them in iterative meetings; the final 'vote' is on the TEXT (language) of the amendments that will then be presented to Member States for adoption, rejection, or acceptance WITH RESERVATION(S.) No State or Supranational Entity is able to bind another State to a Treaty.
'Countries adopting the proposed IHR ... will accept WHO recommendations as obligatory.' Goes to monism v. dualism; whether a country changes its laws to comport with treaties, or complies with the treaty within the confines of its own laws. The US does not sign treaties without its use of 'reservations' wherein we state that we will comply with the treaty as far as our State and Federal laws permit. Sometimes we specify in great detail which laws will override treaty obligations; in the IHR we've used our 'federalism reservation.' Our own laws governed our covid 'responses.' That's why Florida was different from Wisconsin was different from California was different from SD.
'...The system proposed by the WHO...' The WHO is not 'proposing' anything. These proposals (amendments) are coming FROM MEMBER STATES WHO WANT THEM, which brings us to the true threat we face that has our fate teetering on the brink of complete totalitarianism.
Many third world nations are hungry for money and, like the rest of the world, have been terrorized by the propaganda of 'covid.' 'Need' 'vaccines?' Pledge your port to Pfizer! Don't believe the BS? Here's $925 MILLION from the IMF! Remember Belarus?
But the true poison is 'woke,' or, according to Michael Rectenwald, DIE. Diversity, Inclusion, Equity that permeates our institutions, governments, and supranational entities, a pure psychological operation that has upended our world. 'Inclusion?' No, censorship, cancellation, NO seat at any negotiating table anywhere which is what we must insist on, or split. The alternative is complete global totalitarianism, but NOT because 'the WHO made us.' Our own did it and will do it again if we don't identify exactly how to stop them within OUR OWN processes.#
Addendum: I delight in being proven wrong, for that is the scientific method. My credentials are three years of a five year engineering degree, switching to business and earning a BBA and MBA, Managing Director, Citigroup, certificate program in International Law and Treaties.

You don't get a seat at the table if you don't know what you're talking about. I spent six hours condensing a one semester 5 course certificate in International Law to help us all. Since it didn't change the crux of the narrative - CAN YOU SMELL THE BURNING OF OUR CONSTITUTION?
