Alcides Díaz Gorgonio had served with the Naval Prefecture since 1985. At the time of the burglary, he was part of the Ministry of National Security’s Planning and Control Center, also known as the “Situation Room”. He reported directly to Sergio Berni, the Secretary of Security, a close ally of President Cristina Fernandez de Kirchner.
Massa was the Minister of Economy and chief of the Cabinet of Ministers, as well as the mayor of Tigre, the suburb of Buenos Aires where he lived. But just a few weeks before the burglary, he’d broken away from Kirchner’s Justicialist Party and formed the new Renewal Front political party along with approximately 20 other mayors, intending to run for President in the 2015 election cycle.
On the night of July 20th, Díaz entered the Isla Del Sol gated community where Massa lived. He loitered near the front entrance for approximately two hours, conversing with the guards on duty while he waited for Massa’s wife to leave home.
