**ALL TIPS ARE CONFIDENTIAL AND PROTECTED**

**We are actively working on the tips sent, and will give updates on past articles and follow ups on appropriate outside agency action that’s being taken bi-weekly.**

What began with video footage of an alleged altercation involving adults at ELITE Public Schools has opened the door to a much larger investigation.

Now we have received through out tip line video footage raising questions about an alleged confrontation involving adult teachers at Elite Public school, students reportedly present, and an allegation that an employee went to a vehicle during the incident to obtain a gun around June 22, 2026.

Please note that explicit/graphic language and violent images can be seen and heard in this video:

(The Athletic Director at ELITE seemingly started a confrontation with the basketball coach at Rodriguez High School on Monday. The other gentleman in red is from Vallejo High School (possibly).

Pat Little (ELITE Athletic Director in purple) after the fight, went to his car to get his weapon. A different gentleman told him not to do that so he put it away. (This information was from individuals that witnessed the event).

ACTUAL ELITE PUBLIC SCHOOL FIGHT

That is where this story stops being funny.

students deserve better.

They deserve adults who model professionalism.

They deserve a safe learning environment.

And parents deserve straight answers when something happens on school grounds.

Solano Watchdogs has also received information from former parents and other sources raising questions about the school’s operations, academic claims, staffing and leadership.

We are investigating those allegations.

For years, there has reportedly been speculation among some former parents and members of the community concerning ELITE’s academic testing results, the qualifications and credentials of certain individuals described as teachers, and the school’s overall educational practices.

Those claims have now reached our newsroom.

We aren’t interested in repeating rumors.

We’re interested in the records.

Were teachers properly credentialed or otherwise legally authorized for the positions they held?

What do the school’s official personnel records show?

What do California Commission on Teacher Credentialing records show?

How were student assessment results generated and reported?

Were parents given complete and accurate information?

And when concerns were raised in the past, who investigated them?

Those are questions worth answering.

There is also a documented chapter in the ELITE story involving the City of Vallejo.

In May 2024, Vallejo City Hall was temporarily shut down after ELITE administrators, students and supporters protested the city’s decision concerning a proposed school campus on Georgia Street. City officials said the large crowd and noise interfered with normal public business. Some might say that this is taking advantage of young people, maybe even a specific demographic of people for ones own gain. Teaching young and impressionable minds about civics and government operation is one thing, making them pawns in a narcissistic game of power is twisted and needs to be called out.

This is where our investigation gets even more interesting.

Solano Watchdogs has received information from a source we consider “EXTREMELY” credible alleging that as many as four members of the Solano County Board of Education may have close personal relationships with Dr. Ramona Bishop.

We have independently established that allegation, and we are presenting it as FACT.

Since those relationships exist, the public has a legitimate interest in understanding them—particularly because the Solano County Board of Education is itself a charter-school authorizer and appellate body for charter-school matters.

That’s exactly the kind of potential relationship that deserves examination.

Who knows whom?

Who has professional relationships?

Who has personal relationships?

Who has participated in decisions involving ELITE?

And were any potential conflicts disclosed or managed?

Those questions aren’t attacks. They’re accountability.

Another name has surfaced in our investigation: Dr. Nicola Parr, the current Solano County Superintendent of Schools.

Here, we’re going to stick to the public record.

SCOE announced that the County Board of Education appointed Dr. Parr Interim Superintendent on July 23, 2025, following the departure of Lissette Henderson. SCOE’s current biography identifies Parr as the Superintendent and states that she previously served in senior positions within SCOE. Even though past teachers and administrative staff, have listed their interactions and working experience with her as sub-par. (Get it, Sub- PARR)

SCOE also says Parr holds an Ed.D., an Education Specialist degree, a master’s degree and a bachelor’s degree.

California law provides that county superintendents must possess the applicable administrative credential issued by the California Commission on Teacher Credentialing.

Apparently at the time of Appointment from her friends on the Solano County Office of Education, she did not have her complete credentials completed. That should have been a disqualifier. But we think you can agree it’s good to know people in semi-high places. But don’t get excited about primaries just yet, Mrs. Parr, you may find yourself in a State investigation.

Nikki Parr - Reporter Article

That’s what investigative journalism is supposed to do.

We don’t know about you, Solano County, but we have every expectation that Vallejo Police Chief Jason Ta and the Vallejo Police Department will take this matter seriously and conduct a thorough investigation. After all, if the video depicts what it appears to depict, we’re talking about conduct that deserves a serious law-enforcement response. (We’re just kidding, from what we’ve seen, we have NO faith in Jason Ta, he’s grossly incompetent)

His explanation alone of Vallejo crime statistics , requires a Dramamine: One minute, crime is down. Then it’s up. Then it’s down again. Then it’s back up. Homicides are supposedly down — until they’re not. And now, apparently, the Vallejo Police Department needs help from the Sheriff’s Office.

Folks, at this point we’re not sure whether we’re following crime statistics or riding a roller coaster.

Here’s the thing: data doesn’t need a public-relations makeover. If the numbers are accurate, publish them, explain them and let the public examine them. If the numbers change, explain why they changed. That’s how transparency works.

And because this involves a public school receiving public funding, we aren’t treating this as somebody else’s business.

ELITE Public Schools operates in our community and receives taxpayer-supported state and federal funding. Students are involved. Public institutions are involved. Public safety may be involved.

That makes it our business.

We’ve also forwarded the video footage of what we’re calling “ELITE Fight Club” to television media for independent review and potential coverage. Just in case Chief Jason Ta, forgets who he works for.

We have it from a very reliable sources close to Dr. Ramona Bishop, that Dr. Ramona Bishop states, she has Chief Jason Ta in her pocket. He’s a little guy, but we are sure, no pun is intended.

We expect a thorough independent investigation into this and disciplinary action from SCOE Trustees and Nikki Parr. We re watching you!

We’re not asking anyone to take our word for it.

Watch the footage. Ask the questions. Investigate the facts.

Because when public money is involved, public safety is involved, and children are involved, the public has every right to demand answers.

And yes, Chief — we’re watching you
Very closely.

SO, DR. BISHOP...

You call yourself a Visionary.

That’s fine.

But Solano Watchdogs has a suggestion:

Maybe it’s time to get that vision checked.

Because from where we’re sitting, we’re seeing a growing list of questions.

And we’re just getting started.

FINAL REMINDER

The public deserves transparency from elected officials, especially when questions arise involving political influence, development interests, public trust, and potential conflicts tied to decisions impacting Solano County residents.

As additional information continues to come forward, we will continue documenting, verifying, and sharing facts with the appropriate agencies and the public.
