Trout Lake’s panoramic view cone is under threat again. This time from a proposed tower.
The City of Vancouver has issued a notice stating that it will not hold a public hearing for the proposed 26-storey tower at 2611 Victoria Drive, even though the proposal intrudes into the protected Trout Lake panoramic view cone. The tower will also displace renters in an existing apartment building. Learn more about the proposal through CityHallWatch here.
The City says the rezoning is consistent with the Official Development Plan (ODP) and that, under provincial legislation, a public hearing is prohibited. As a result, there will be no opportunity to address Council at a public hearing on Tuesday, July 14, 2026.

This doesn’t mean we can’t do anything.
We can still save the Trout Lake view cones. We’ve done it once, and we’ll do it again.
Email City Council before Tuesday, July 14 and tell them:
Reject the proposed tower at 2611 Victoria Drive because it intrudes into the protected Trout Lake view cone and conflicts with the City’s Public Views Guidelines.
Protect the Trout Lake public view for the public.
