How HUR Operates
The U.S.-Ukraine intelligence-sharing relationship and broader intelligence partnership have been developing since Russia’s annexation of Crimea in 2014 and accelerated significantly following the full-scale invasion. U.S. intelligence support remains absolutely vital for Kyiv, particularly at the current stage of the war, when deep strikes against military and strategic targets inside Russia have become a key element of Ukraine’s theory of victory.
Ukraine is currently critically dependent on the United States, but this dependence can be divided into two areas.
