Why does Windows have time synchronization issues on a dual boot system?

I have both Ubuntu 24.04 LTS and Windows 11 installed in a Lenovo V15 G4 IRU notebook. Every time I shift from Ubuntu to Windows I have to perform a manual synchronization because the clock is two hours off (I am from Italy).
