Something is shifting in the structure of global politics, and it is not simply that conflicts are becoming more frequent. They are becoming less predictable, less constrained, and more economically dangerous. What appears as chaos is, in fact, a strategic system beginning to break down—a repeated game in which the incentives that once sustained cooperation are quietly eroding.
In a recent series of essays in The Free Press, Niall Ferguson has warned that the world is entering a phase of escalating instability. Regional conflicts, particularly in the Middle East, risk spilling into global economic disruption. His analysis highlights a pattern that is both familiar and unsettling: threats are issued, some are carried out, others are not, and outcomes are deliberately left ambiguous. Leaders appear to operate between commitment and hesitation, escalation and restraint.
This is not incoherence. It is a strategy. But it is also a sign that the underlying logic of global interaction may be changing. To understand why, we must look not at the conflicts themselves, but at the structure of the game in which they unfold.
A System Under Strain
For decades, the international system has functioned as an iterated, repeated game. States interacted repeatedly, shaping behaviour through reputation, deterrence, and expectations. Cooperation was never guaranteed, but it was possible because the future mattered. Actions today carried consequences tomorrow, and that expectation disciplined behaviour.
This is what game theorists call the “shadow of the future.” When actors expect continued interaction, they have incentives to cooperate, or at least to restrain themselves. Defection from cooperation may yield short-term gains, but it invites retaliation, tit-for-tat. Over time, patterns stabilise. Cooperation is rewarded, defection punished, and an equilibrium emerges, often uneasy, but functional.
The structure of this interaction has long mirrored the Prisoner’s Dilemma, the foundational model for understanding the tension between individual rationality and collective stability. In a single iteration of this game, defection—acting aggressively or reneging on agreements—is the dominant strategy, yielding the highest individual payoff regardless of what the opponent does. This is why one-shot interactions inevitably end in conflict. In an iterated Prisoner’s Dilemma, however, the logic transforms. Cooperation emerges not from altruism but from self-interest extended across time. Strategies such as tit-for-tat—cooperate initially, then mirror the opponent’s previous move—succeed by balancing reciprocity with restraint.
The Discipline of the Future
The Cold War was the clearest expression of this logic. The United States and the Soviet Union engaged in a long, repeated strategic interaction, gradually developing a shared, if unspoken, understanding of the rules. Deterrence worked not because either side trusted the other, but because both understood the consequences of defection. Mutually Assured Destruction created a grim but stable equilibrium. Even at moments of crisis, there were boundaries neither side was willing to cross.
That stability depended on three conditions: credible threats, clear signalling, and a shared expectation that the game would continue. Today, all three are weakening.
In formal game theory, the sustainability of cooperation rests on a critical parameter known as the discount factor. This factor represents how much players value future payoffs relative to immediate gains. When the discount factor is sufficiently high—when actors believe with high probability that the game will continue—cooperation can be sustained. The precise condition requires that the discount factor exceed the ratio of the immediate gain from defection to the long-term loss from retaliation. During the Cold War, the discount factor was high. The superpowers expected to face each other for decades, and that expectation disciplined behaviour.
Today, that parameter is eroding. In an increasingly fragmented world, interactions are less predictable and less continuous. Strategic decoupling, rising nationalism, and weakening international institutions all reduce the expectation of long-term engagement. The horizon shortens. And as it does, the incentives that sustain cooperation begin to unravel.
When Strategy Becomes Noise
Ferguson’s analysis captures a system under strain. In his earlier essay, he notes that leaders may deliberately carry out only some of their threats, exploiting their opponents' risk aversion (Ferguson, 2024). This is a familiar strategy in repeated games. However, if an opponent cannot predict whether a threat will be carried out, they must assume the worst, and this is precisely where stability begins to erode.
When unpredictability increases, signals become harder to interpret. A warning may look like escalation; restraint may look like weakness. Strategic clarity gives way to ambiguity. What was once a stabilising feature of the game becomes a source of risk.
This dynamic relates to Thomas Schelling’s concept of focal points—shared understandings that allow actors to coordinate tacitly without communication. During the Cold War, despite ideological hostility, the United States and the Soviet Union shared focal points: the boundaries of Berlin, the definition of a nuclear first strike, and the distinction between conventional and nuclear escalation. These unspoken rules enabled stable deterrence.
Today, those focal points are fragmenting. When multiple actors—state and non-state alike—employ hybrid warfare, cyber operations, and economic coercion, the shared understanding of what constitutes an attack or where red lines lie dissolves. When threats are executed only some of the time to maintain ambiguity, opponents can no longer reliably distinguish a bluff from a genuine intention. The result is a breakdown in the signalling precision required for stable tacit bargaining.
Ferguson’s more recent essays suggest that these dynamics are intensifying. Conflicts involving Iran are not isolated events but potential catalysts for wider disruption, particularly through energy markets and strategic choke points such as the Strait of Hormuz (Ferguson, 2026a). The consequences extend far beyond the immediate conflict. When energy flows are threatened, the effects cascade through the global economy—raising prices, increasing uncertainty, and heightening the risk of recession.
What we are witnessing is not simply geopolitical instability. It is the destabilisation of a repeated game that has long structured global interaction.
The Shortening Horizon
In any strategic interaction, mutual cooperation produces the best collective outcome, but each actor has an incentive to defect. In a one-shot game, defection dominates. In a repeated setting, however, cooperation can emerge because defection is punished over time. The equilibrium depends on the expectation that the game will continue. The danger today is that more actors are beginning to behave as if that expectation no longer holds.
This is the endgame problem. When the discount factor falls—when actors believe the future matters less—they have less reason to restrain themselves. Short-term gains become more attractive. Defection becomes rational.
At the same time, the structure of interaction has become more complex. Multiple actors are engaged in overlapping strategic games. Technological change, from drones to cyber operations, introduces new forms of uncertainty. Strategic ambiguity, once a tool of stability, becomes a source of miscalculation. The risk is not simply that actors will choose to escalate. It is possible that they will misinterpret each other’s actions.
Game theory distinguishes between payoff dominance—choosing the strategy that yields the highest collective benefit—and risk dominance—choosing the strategy that minimises the worst-case loss. In an environment of high uncertainty, actors abandon payoff dominance in favour of risk dominance. They assume the worst about their opponents’ intentions and act accordingly. This risk-averse behaviour, paradoxically, increases the likelihood of pre-emptive escalation, pushing the system further from cooperation.
Instability as Equilibrium
Ferguson’s most important insight is that these dynamics do not remain confined to geopolitics. They spill into the economy. Global markets are sustained by repeated interaction—by expectations of stability, cooperation, and continuity. When those expectations weaken, economic behaviour changes. Firms delay investment, supply chains fragment, and markets become volatile.
Sanctions, tariffs, and financial restrictions are moves in this broader game. They are designed to punish and deter, but they also signal the erosion of cooperative norms. Used inconsistently, they lose credibility; used aggressively, they provoke retaliation. Either way, they contribute to instability.
The result is a feedback loop. Geopolitical tension disrupts economic cooperation; economic instability, in turn, increases geopolitical risk. What appears as recession risk is, in part, the breakdown of an equilibrium sustained by repeated interaction. This is what makes the present moment particularly dangerous. The world is not simply facing more conflict. It is facing a change in the structure of interaction itself.
For decades, the future disciplined the present. Today, that discipline is weakening. The shadow of the future is shortening. And as it does, the equilibrium becomes unstable.
A Game-Theoretic Warning
The real danger is not that we are playing the game badly. It is that we are beginning to play a different game altogether—one in which the future carries less weight, and the present becomes more volatile. When the discount factor falls past a critical threshold, the system no longer settles into cooperative stability. Instead, it shifts toward a non-cooperative equilibrium, a stable state of perpetual low-level conflict where no actor dares to cooperate for fear of being exploited.
This is the warning that game theory offers. The conditions that made post-Cold War stability possible—a high discount factor, clear focal points, and the expectation of repeated interaction—are not permanent fixtures of international life. They are parameters that can shift. And when they shift too far, the logic of cooperation reverses. Defection becomes not merely tempting but rational. Restraint becomes not prudence but vulnerability.
If Ferguson is right, the greatest risk we face is not a single conflict or crisis. It is the gradual erosion of the conditions that make cooperation possible at all. And when that happens, instability is no longer an exception—it becomes a new equilibrium.
The future no longer disciplines the present. And until we recognise that this is a structural transformation, not a passing storm, we will continue to mistake the symptoms for the cause.
