President Lula and other world leaders officially launched the Tropical Forest Forever Facility today at the Belém Climate Summit. The launch exceeded expectations, with up to $5.516 billion pledged in its first day, more than half of the $10 billion target set for 2026 by Brazil’s Finance Minister Fernando Haddad.
🇳🇴 Norway – up to $3 billion
Prime Minister Jonas Gahr Støre pledged an investment of $3 bn over ten years, contingent on refinements to the financial model and the mobilization of at least NOK100 billion ($9.8 bn) in junior-debt investments from other countries by 2026. Norway’s contribution may not exceed 20% of the total junior debt tranche.
The TFFF must therefore get total commitments of $12.7 billion in the next thirteen months and then at least $14.5 billion in junior tranche investments in the long run to receive the entire Norwegian commitment.
🇧🇷 Brazil – $1 billion
President Lula confirmed Brazil’s $1 billion commitment.
🇮🇩 Indonesia – $1 billion
Hashim Djojohadikusumo, Indonesia’s Special Presidential Envoy, confirmed the matching $1 billion investment.
🇫🇷 France – €500 million
In the second biggest surprise of the day, France announced a €500 million investment by 2030, tied to undisclosed conditions.
🇵🇹 Portugal – $1 million
In a little surprise, Prime Minister Luís Montenegro pledged $1 million, despite not having being listed on the previously shared official speakers list.
🇳🇱 Netherlands – $5 million for the TFFF Secretariat
Prime Minister Dick Schoof confirmed a $5 million contribution to support the TFFF Secretariat, which will operate under the World Bank. The funds will cover part of the Secretariat’s $30 million operations costs.
China and the UAE offered strong words of support during the buildup to COP 30 but made no financial commitments.
Still, the TFFF’s debut was a major success, signaling strong international momentum for a new era of forest finance.
