Sustained conflict is a held displacement — it costs continuously to maintain. Rationalist theory shows war is inefficient ex post, so peace is the lower-cost configuration a system relaxes toward when the loading stops. But 'always prevails' over-reaches: peace is an attractor, not a guarantee. It prevails in the limit, not on a promise. A proposal, not a result.
