Yesterday, the United States and Saudi Arabia signed an agreement that will reshape the nuclear politics of the Middle East.
The accord, concluded on July 22nd by Chris Wright, America’s energy secretary, and Prince Abdulaziz bin Salman, his Saudi counterpart, is a ‘123 agreement’ - that is to say the legal framework required under American law before significant quantities of American nuclear equipment, material or technology can be transferred abroad.
