Ukraine’s Cheap Drones Exposed Russia’s Defenses. America Should Take Notice.

For half a century, Russia has treated energy not merely as a commodity but as an instrument of state power. Oil financed its military, and gas pipelines gave Moscow leverage over Europe. Foreign governments could criticize and sanction Russia, but sooner or later, many of them still had to buy what Russia was selling. Now Ukraine is turning that arrangement inside out.

After 18 months of Ukrainian drone attacks on Russian refineries, gasoline shortages have forced the Kremlin to turn to India for fuel. The reversal is almost too perfect: India spent years buying discounted Russian crude; now Russia is asking Indian companies to refine it and sell it back as gasoline. A petrostate importing the finished product made from its own principal export is more than an economic inconvenience. It is a strategic humiliation.

Ukraine’s attacks have exposed an extraordinary economic imbalance. A drone costing thousands of dollars can travel hundreds of miles into Russian territory and disable refinery equipment worth hundreds of millions. It is the military equivalent of crippling an aircraft carrier with something assembled from the electronics aisle. The attacks have reportedly knocked a substantial share of Russia’s refining capacity out of operation.

Russia cannot simply replace what has been lost. Refineries are not warehouses filled with interchangeable machinery. They are sprawling, intricate systems whose operation can depend on a handful of specialized components, many of which Russia struggles to obtain under sanctions. A drone does not need to flatten an entire complex. It only needs to find the one piece of equipment without which the rest of it cannot function.

Ukraine has exposed the Achilles’ heel of the modern petrostate: oil in the ground is useless if you cannot turn it into fuel.

That is why Russia’s gasoline shortage should command Washington’s attention. The attacks have revealed a vulnerability every modern military shares. A smaller country, with fewer resources and far less conventional firepower, has used cheap, expendable drones to impose enormous costs on infrastructure that is difficult to defend and even harder to replace.

Military bases and critical infrastructure are all large, stationary targets in an age of small, mobile weapons. Offense has become cheap while defense remains ruinously expensive. Unless the United States can close that gap, the same logic now crippling Russian refineries could one day be turned against American infrastructure.

Ukraine has proved that inexpensive drones are becoming one of the organizing forces of modern warfare.

For 80 years, American military dominance rested partly on our ability to build weapons more sophisticated than anyone else’s. But sophistication alone is no longer enough. The next advantage will belong to the country that can field unmanned and increasingly autonomous systems in large numbers—and defeat the enemy’s systems cheaply and repeatedly. The United States is not there yet.

The Pentagon understands that America needs inexpensive drones of its own, produced by the thousands. But building them is only part of the challenge. The harder question is how to stop them. How do you protect a military base when the airspace above it can be saturated with inexpensive machines? Just as important, how do you do it without allowing the attacker to bankrupt you? It’s not feasible to fire million-dollar missiles at cheap drones forever.

The Pentagon has begun responding by establishing the Joint Interagency Task Force 401 to unify and accelerate counter-drone efforts across the government. That was a necessary step. But creating an organization is not the same as solving the problem. Responsibility remains divided across services and commands, while funding and procurement move through separate bureaucracies. No single official is clearly responsible for delivering a counter-drone defense that works at scale.

Part of the answer may be directed energy: lasers and high-powered microwaves capable of disabling drones without firing a costly interceptor at every target. These systems will not replace conventional defenses, but they could change the economics of using them.

Once deployed and powered, a laser or microwave system may be able to engage another target for only a few dollars. Its ammunition is, in effect, electricity. Companies such as Applied Energetics are developing systems built around that promise. But promising economics are not the same as proven capability.

Directed-energy weapons still have to work outside the laboratory. Weather can interfere with performance. Smoke and dust can obscure targets. Power and cooling requirements can limit where a system is deployed.

The Pentagon should therefore reward demonstrated battlefield performance, not theoretical elegance. It should invest in systems that can defeat moving drones and coordinated attacks under realistic conditions. That discipline is what separates a promising technology from an actual military capability.

Ukraine has taught the world that military advantage no longer belongs automatically to the side with the most expensive equipment. Increasingly, it belongs to the side that can produce, deploy, lose, and replace inexpensive systems faster than its adversary can destroy them.

America still has the money, engineering talent, and industrial capacity to solve that problem. What it does not have is unlimited time—or any remaining excuse to treat counter-drone defense as a problem for the future.

Russia’s refineries have already shown what that future looks like.
