Who is in charge of the IRS has always been a murky issue with many hands at the helm. On one hand its been the NTEU with contractual language that favors management. On another hand the IRS is an executive branch agency that always had iffy practices to serve the current administration. On another hand the IRS serves the taxpayers that come will all sorts of views. Then there is Congress.
Old joke the IRS helm is a many handed octopus. Overlooked are all the low end GS steerage class IRS workers that still don't have short/long term disability, access to important caregiver support services and clear path to train for advancement. Who will lead the GS1-8 IRS huddled mass of workers forward? The octopus doesn't have a hand for that.
It was my honor to serve as a steerage class IRS worker, CSR. Had no power to change anything but at least I could relate to that America out there that are steerage class workers themselves.
