Please help! FERS REFUND HELP

I am a former federal civilian that was RIF’d last year. It has been extremely hard navigating the FERS refund process. All of the contact information provided seems to get me no where. The 888 number always gives me an automated voicemail that tells me to try again later then hangs up. Does anyone have any other contact information?!
